At the April 24 conference, Council approved the report on Program Management and Staffi ng for Hous i ng Programs whi ch recommended f1 exi b 1 e staffi ng for the Community Development Department. Therefore, it is my RECOMMENDATION: That Council amend Resolution 9639 by adding thereto the classifications of: 1. a) Senior Community Development Specialist - Range 36.9 ($1473-l79l/month), effective May 1, 1980. b) Redevelopment Coordinator (UC) - Range 42.2 ($1908-2320/month), effective May 1, 1980. c) Housin9 Coordinator (UC) - Range 41.2 ($18l8-2209/month), effective May 1, 1980. BOARD/COMMISSION RECOMMENDATION: N.A. DISCUSSION Approval of recommendation l.a. allows for flexible staffing. With this proposal, one position in the Community Development Department can be filled by either a Senior Community Development Specialist or a Principal Community Development Specialist. A new employee can be appointed at the higher or lower level depending upon the individual's qualifications and the department's needs. Approval of recommendations l.b. and l.c. add the recommended unclassified positions to the fringe benefit package. FISCAL IMPACT ' The creation of the Senior Community Development Specialist position will 'have no fiscal impact at this time. Currently the position is filled by a Principal Community Develop- ment Specialist already included in the 1979-80 budget. The Redevelopment Coordinator will be funded from tax increment at an annual total salary range (including fringe benefits) of $26,322-$31,712. The Housing Coordinator will be budgeted as an administra- tive expense to the Block Grant Program at an annual total salary range (including fringe benefits) of $25,088-$30,484. There will be no net General Fund expenditure required to create the recommended positions.
