HomeMy WebLinkAboutAgenda Statement 1980/04/29 Item 12 "" , COUNCIL AGENDA STATEMENT Item 12, Meeting Date 4/29/80 ITEM TITLE: Resolution /171913 - Amending the grading plan for Telegraph Canyon Terrace SUBMITTED BY: Director of Planning @ (4/5ths Vote: Yes_ NOJlJ The engineering firm of Phillips-Reynolds, representing Telegraph Canyon Terrace, has requested that the city approve a revised grading plan adjusting the floor elevation of building "B" (reference applicant's exhibit) from the approved elevation of 263' to 269' for the lower floor. The overall building height would be adjusted from elevation 295' to 301'. RECOMMENDATION: That Council: Approve the proposed grading change. BOARD/COMMISSION RECOMMENDATION: DISCUSSION Not applicable 1. On June 19, 1979 the City Council approved certain modifications to the Telegraph Canyon Te~race precise plan, but required the four buildings located on the upper plateau cl~sest to the single family homes on Manzanita Street to conform to the approved precise plan. The resolution adopted by the City Council authorized the City Engineer, the Director of Planning, and the Deputy City Manager to make other modifications of the original precise plan as would best carry out the basic intent of the plan while still maintaining the general welfare of the community. 2. During the past ten months the applicant's engineer and the Planning and Engineering Department staffs have made certain refinements and adjustments involving grade changes on the four buildings which were determined to impact the adjacent single family area. The developer is now requesting that the most easterly building, identified as building "B", be lowered, not to its location as shown on the approved plan, but to an eleVation 6 feet higher than shown on the approved plan. This involves lowering the building 16 feet from its present height vice 22 feet required by the approved plan. 3. The exhibit submitted by the applicant shows the proposed height of building "B" at approximately elevation 301 feet, whereas, the approved plan placed the top of the structure at elevation 295 feet. The proposed change would leave the top of the building approximately 11 feet below the adjacent single family lot pad (this difference will vary 1 '-2' for lots east and west since the adjacent single family area drops slightly in elevation from west to east). 4. The applicant's desire to increase the pad elevation stems from the fact that the adjoining parking lot serving the units would be 6 feet above the entry to the units. Thus, residents would have to walk down a flight of stairs to their units. Residents of the upper floor would have to walk down a flight to the pad and then up a flight to enter their units. Page 2, Item 12. Meeting Date 4/29/80 CONCLUSION The proposed grade change provides a better relationship between the condominium units and the adjacent parking lot. The approximate 11 foot difference in elevation between the proposed top of the building and the adjacent single family pads provides for a reasonable separation between the two land uses. Dropping the building 16 feet instead of 22 feet as required on the approved plans will still restore the views of the homes to the south. PETERSON, PLANNING DIRECTOR SUBJECT: PCM 79-25, TELEGRAPH CANYON TERRACE - AMENDED GRADING PLAN, BUILDING B As engineers and agents for Joseph L. Lathers, owner/applicant for Telegraph Canyon Terrace it is requested that the application PCM 79-25 be amended to adjust the floor elevation and grading for Building B from elevation 263.0 to 269.0 of the lower floor. This request for an amendment to the building elevation and grading is being made to improve the access to Building B by raising the finished floor of Building B six (6) feet from what was proposed to an elevation that is more readily accessible from the adjacent parking area, by eliminating steps into the upper floor. In addition, this would provide for a more usable open space in front of the building by eliminating slopes. The revised grading plan would provide for additional light and ventilation to the building adjacent to the retaining walls without impairing the view from the adjacent lots to the South. The peak of the roof at the new elevation would be 11 feet below the pad elevation of tile lowest adjacent lot. Enclosed are ten (10) copies of a plot plan and cross sections showing the approved and proposed building location with respect to the adjacent properties and improvements on the site. Also enclosed is a check for $195.00 for pro- cessing the amendment. Please schedule this request for the next available City Council Meeting as work is in progress and a determination is needed as early as possible to provide for the adjustment of the remaining building.
