Finance Construction of a Shuffleboard Cover at Norman Park

At the March 25 Council Meeting, staff reported that it may be possible to obtain an Area
Agency on Aging(AAA) Grant to finance the construction of permanent covers over the
shuffelboard courts at Norman Park Center.
A grant application in the am:Jlmt of $7,210 for such a cover is attached.
RECCMMENDATION: That Council approve resolution for an AAA Grant application for grant
funds to construct shuffelboard cover.
The attached application contains cost and design details. The total cost for the cover is
estimated to be $7,930.00. The City is required to match the grant funds on a 10 to 9(Jfo
basis.
PARKS AND RECREATION ffilMISSION RECOM.MENDATION:
FISCAL IMPACT:
$720 in matching funds will be required for the grant. This amount is available in the
unappropriated balance of the Parks Acquisition and Development Fund.

I . PROPOSED PROGRAI~
- Establ ished Goals
The City of Chula Vista proposes to construct a permanent roof
structure on the existing shuffleboard courts located at Norman
Park Senior Center. At the present time the courts are open
with no protection from the weather elements. The sun, heat,
wind and morning dew make it almost impossible to use the courts
most of the day.
Norman Park Senior Center is a multi-purpose senior center that
provides a wel I rounded recreation and human services program.
The Center presently serves approximately 11,000 senior citizens
each month. Activities provided range from recreational such as
dances, cards and special events to human care services such as
blood pressure, low cost food program and social security and
tax assistance.

If grant is approved and money is allocated by ~1ay, 1980, the City
of Chula Vista wi I I complete the project by required date.
- Achievable with funding requested the City of Chula Vista wi I I be
able to complete this project with the requested funds.
- Non-profit Area Agency on Aging contractor the City of Chula Vista
has been a contractor with the Area Agency on Aging for the past
two and half years. With the agencies help the City has been able
to provide a comprehensive Information and Referral Service to the
entire South Bay not just Chula Vista. It has made it possible to
provide additional Human Services at the Norman Center through the
Information and Referral staff.

Norman Park Senior Center is at present accessible to the
handicapped. The bui Iding and restrooms are equipped with
the necessary modifications. The shuffleboard court is also
accessible.

- Degree of need
The shuffleboard court at Norman Park Senior Center has always
been one of the top courts in the South Bay area. Unti I recently
the courts had a temporary shade screen which helped protect the
seniors from the elements. After the terrible storm this winter
the cover was completely demol ished which left the courts virtual iy
unusabie. Without a cover many seniors do not want or cannot play
because of weather conditions. High winds, extreme heat, and cold
weather make it impossible for some seniors who suffer illnesses.
With a cover such as the one we propose the benefits derived from
it would be enormous. The senior citizens would be able to uti I ize
the courts at least 50% more than at present. It would even be
possible to use during evening hours. Anytime there is rain or even
a heavy dew the courts become unusable. With this cover they wi I I
be able to use the courts practically al I year round.
Another important factor is that more senior citizens wi I I be able
to participate. Presently three hundred senior citizens participate
weekly in the shuffleboard program in which playing time is limited
to certain times of the day because of weather conditions. In
addition, increased tournament play wi I I be possible if such a cover
is constructed. In fact our courts would become the center of
tournament play in the South Bay area.
- Expected impact on handicapped elderly with a cover such as the one
wI? propose many senior citizens who suffer from illnesses such as
arthritis and others wi I I be able to participate. Many seniors who
cannot play in cold or hot weather wil I be able to participate with
such a cover. The cover wil I keep the cold wind, extreme heat and
glare off the courts. The courts at the present time are accessible
to wheelchairs and we have had seniors in wheelchairs participate
in the past. We do anticipate increased piay both day and evening
hours when the cover is compieted.

The above cost estimate was prepared by City Bui Iding and Housing
staff. This type of roof would be the most economical way as opposed
to a sol id wood roof which would cost up to $30,000.

As was detai led previously the senior citizens of the South Bay
community wi II benefit from this project. Senior citizens who ,

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING APPLICATION FOR AN AREA AGENCY ON
AGING GRANT TO FINANCE CONSTRUCTION OF A SHUFFLE-
BOARD COVER AT NORMAN PARK CENTER
The City Council of the City of Chula Vista does hereby
resolve as follows:
NOW, THEREFORE, BE IT IH':SOLVED thilt the City Council of
the City of Chula Vista does hereby approve an application for an
Area Agency on Aging (AM) Grant to finance construction of a
shuffleboard cover at Norman Park Center.
BE IT FURTHER RESOLVED that the sum of $720 in miltching
funds be ilppropriated from the unappropriated balance of the
Parks Acquisition and Development Fund.
