Municipal Golf Course is exempt from the requirement of Section 1109
of the Chula Vista Cj.ty Charter, and appropriating funds for golf course
reconstruction

Fast action is required to complete reconstruction of the municipal golf course. ~ast
action can be achieved best by exempting the reconstruction project from the contract
bidding requirerrents and allowing City 'forces to do the work ixl accordance with Section
1109 of the Municipal Code. A special appropriation of funds from the General Fund is
also needed to fund long lead time items for the reconstruction project. If a Federal
Disaster Grant is awarded, these special funds can be returned to the General Fund.
RECOMr1ENDATION: That Council approve a resolution e.xempting the golf course reconstruction
project from contract bidding requirements, and appropriating $156,800 to purchase long
lead time items.
BOARD/COMMISSION RECOMMENDATION: Not applicable.
DISCUSSION:
During the spring and sumrer months, the average revenue from the golf =urse is $:L, 000
per day. Flood damage has completely cut off all golf course revenue. Emergency ,-:epairs
are now being made, and barring further :L'a..ins, I hope to have the front nine holes open
on a limited basis within two weeks.
To stem the further loss of golf course revenue, it is essential that the damage to the
golf course be repaired as quickly as possible. The many fa88ts involved in the golf course
reconstruction and the predominate use of City forces, subcontractors and City equipment
require direct City control of the reconstruction, rather than employing a private prime
contractor. Section 1109 of the City Charter provides for Council, l!pon recommendation of
the City Manager, to exempt projects from the contract bidding requiniments when the work
can be perfoTI!l2d better and more economically by the City with its own employees, or by .
subcontractors. Such is the case with the. golf course reconstruction.
As noted in a related Agenda Item, the Federal Disaster Assistance Program inspectors are
presently in the area assessing the golf course damage, but it is anticipated that a great
deal of time will pass before a federal disaster funding determination will be made. There
is no assurance that a Federal Disaster a,;sistance Grant will be made, but the daily revenue
loss dictates that golf course repairs be made as quickly as possible. Rather than lose
valuable time waiting for a federal funding determination, I propose that a loan of $156,800
be made to the Golf Course Disaster Fund--1980, from the General Fund. In event the grant
is not made, a permanent loan arrangement to the Golf Course Revenue Fund 2150 could then
be made. The following are estimates for the proposed construction:
