The vehicles used for this service were originally provided without air conditioning and we expect that this condition may result in a loss of ridership and will result in uncomfortable rides during the summer. It is therefore my RECOMMENDATION: That Council approve the amendment to the agreement with CTS for the installation of air conditioning units on three buses. The specifications called for the provision of four vehicles from the contractor and air conditioning units were not specified in the original agreement. During normal operation, CTS uses three buses with wheelchair lifts and a 12 passenger van (without a wheelchair lift) for a spare. Only the 12 passenger van is presently equipped with air conditioning. The Transit staff discussed the installation of air conditioning with the Mayor's Committee on Elderly & Handicapped at several meetings in the Spring of 1980. A recommendation for the installation was made on May 30, 1980 based on the assumption that ridership could very well fall off during the summer months as patrons choose not to use HandYtrans due to hot and uncomfortable conditions on the vehicles. The amount of glass and arrangement of the windows on the buses can result in a rather warm atmosphere inside with little air circulation. These conditions may not be tolerable to many patrons during warm days causing a decline in ridership. CTS has agreed to install air conditioning on the three buses for $4,100. The contractor further agrees to write off these units over two years' and is willing to reimburse the City for partial costs if CTS does not provide HandYtrans service to Chula Vista for that entire period. The payback would be'$2,000 (est. salvage'value) ipNovember 1980 and would remain con'stant through November 1981. If CTS provides service beyond November 1981, there would be no requirement for payback. Page 2, Item No. 8 Meeting Date 7-1-80 FINANCIAL IMPACT: The installation of air conditioning cost would be paid off during the last 5 months of the present contract (approx. $820/mo). There are sufficient unencumbered funds in the HandYtrans budget to cover this cost.
