Resolution/PIs'1- ~6a&tkg1 fi;rt~tic~te for operation of taxicabs SUBMITTED BY: Director of Public Safety ~J1J (4/5ths Vote: Yes_ NOL) Ordinance No. 1881 (effective Januar~ 1, 1980) designated the City Clerk to receive applications for taxicab certificates. A copy of the application is sent to the Police Department for investigation and inspection of the vehicle(s). After the written report is received from the Police Depart- ment, fhe City Clerk then schedules a public hearing by the City Council for approval of the application. I Mr. Jimmy Neal Keller has filed an application for permission to operate two (2); taxicabs in the City. RECO~~ENDATION: That the City Council: 1. Approve the application of Jimmy N. Keller & issue a Taxicab Certificate I BOARD/CO~~ISSION RECO~ENDATION: Not applicable. DISCUSSION: Jimmy Neal Keller, 2953 Demeter Way, San Diego, has submitted an application to operate taxicabs in the City under the name "Kimchee Cab Company." The Police Department has investigated the application and submitted findings that the vehicles have been inspected in compliance with the new ordinance. Following approval of the certificate, the applicant will pay the Finance Department $100 a year for the operation of all taxicabs plus $3. a year for each vehicle owned by the operator. A beckgroynd check had been made on KELIER;as recently as 2-26-80, and another was not initiated. ",as inspected by the Sheriff's Ta..,<:i Inspection Unit, and the results are enclosed on SDCC Form !,! 21.311(b). The Sheriff's inspection did not ta]:e j.nto consideration the condition of t.he brake system of the vehicle. I had KELLER submit the vehicle to a state certified brake station for inspection of the drums, pads, and cylinders. The vehicJB passed the inspection, and the certificate in enclosed. Agt. KLm-;PH, uho orir;inall;y had tlce inspection, recei.ved verification of insurance from the Able InS1.1ranCe Company, San Diego, statjng that F":LLEF. had secured the necessary insurance for the vehicle. Although the teletype docs not reflect that KELlER is the registered Oi.,ner, as reouired by the ordinance, it is because D!,jV has not processed the infcrmation into the computer. I made -visual inspect,- ion of the registration KELLER received in the mail on 1-29-BO. I made visual inspection of the ta..'{i. The vehicle is properly marked 1.rith the corarany name: the fare rates, and the taxi roof li[ht. The tax:uneter has been inspected by the Fil'rcau of Heights and Eeas"res, and is properly sealed. The fare rates are conspicuously posted on the taximeter. The vehicle is very clean, and appears in gcod >Jorking order. KELLER has been issued a County permit to operate a taxi, and the permit is posted in plain vie", on the driver's sun visor. In my opinion, KELL2R and his vehicle have passed the require- ments of ordinance #lBB1. \ AP It >Jas noted that KELLER does not have radio contact vith a dispatching system.
