BOARD/COMMISSION RECOMMENDATION: N/A DISCUSSION: San Diego Transit (SDT) has submitted the attached package of information regarding transit service in Chula Vista for the Council's consideration. Although SDT's operating cost per mile has increased 16.8 percent since last year, the Transportation Development Act (TDA) claim against Chula Vista's allocation for FY80-81 will be $1,914 as compared to $111,306 for this fiscal year. This significant decrease is due to elimination of capi tal expense., increased patronage on SDT in Chula Vista, a proposed increase in fares, and increased Federal subsidy. A representative of San Diego Transit will be in attendance to answer any questions the Council may have. ." FISCAL IMPACT: The,FY80-81 claim by San Diego Transit against Chula Vista's TDA allocation will leave a reserve balance of approximately $SO,OOO in our account. This balance can be used for unexpected cost increases by either CVT or SDT later in the fiscal year. As usual, because of the filing deadline mandated by State law, we are asking you to approve this agreement before we have an approved budget. Once we have our approved budget, and several months operating experience, we will be back with a "First Amendment" for your approval, with any necessary adjustments. To assist you in understanding this year's claim, I would like to point out the following facts: 1. Gross cost per mile has gone from $2.6558 to $3.1024, primarily because of increased fuel cost and normal inflationary increases. 2. Capital expense has been eliminated because matching Federal funds for FY 79 and FY 80 were not fully appropriated; therefore the carry-over local monies will be used to obtain the FY 81 Federal matching funds. 3. Recent passenger surveys indicate that we are continuing to attract new riders. This results in an increase in Chula Vista boarding passengers, from 759,346 to 773,518 annually. 4. A ten cent fare increase is proposed, along with the elimination or student fares, and restrictions on senior and handicapped discounts. The Federal Section 5 operating subsidy that is available to this region has been increased. We have increased your "Federal Subsidy" credit in anticipation of this increase. 6.
