ITEM TITLE: Resolution Authorizing the Opening of Escrow to Option
A Site for Senior Citizen Housing

During the past few years, Community Development has been attempting to secure sites
for the eventual development of senior citizen housing. Recently, a site which I
believe would be most suitable for this purpose has become available. Prior to the
actual purchase of the site, it will be necessary to conduct an environmental review,
an appraisal and receive site preapproval from HUD. Therefore, it is my
RECOMMENDATION: That the Council
I. Enter :into an option with the seller contingent upon an appraisal,
environmental review and HUD preapproval.
2. Authorize $1,000 from Block Grant funds to be placed in escrow.
3. Authorize ups to $2,000 from Block Grant funds for the Lee C. Johnson
Company to prepare an appraisal.

DISCUSSION:
Community Development has identified a site which could support the development of 60
units of senior housing. This one acre site is located across from F..ire Station #1
on "F" Street just west of Anthony's Real Estate School. My review of the site con-
cluded that it meets HUD's site requirements and would be an excellent senior housing
site. The Planning Department also agrees that the site is well suited for senior
housing. However, prior to my formal recommendation to purchase the site, it will be
necessary to accomplish the following:
a. City environmental review,
b. HUD .site preapproval
c. Independent appraisal
I have discussed the above items with the City's environmental review coordinator,
HUD staff and an appraiser, and they have informed me that all three items can be
completed during the option/escrow period.
The seller has agreed to make the property available for 30 days. At the end of
the 30 day period, the City will notify the seller, based on HUD's response and the
appraisal, of its intention to proceed on acquiring the site. If we decide on acqui-
sition we will close escrow within 30 days. When considering this item, Council
should be aware that we do not have a specific program for construction at this time.
However, by acquiring the site now we will be in a much better position when HUD
allocates senior housing units to the City. Should HUD not allocate any units to
the City in the near future, it would still be possible to develop senior housing
exclusive of HUD assistance.

In a related matter, the San Diego Housing Authority has informed me that they will
be presenting parcels for acquisition in the public housing program within a few
weeks.
FINANCIAL IMPACT:
The funds to option the property ($1,000) and for an appraisal ($2,000) are available
in the Block Grant Administration Account. If the City decides to acquire the site,
funds are available from the Block Grant Section 108 Loan Guarantee account. A reso-
lution to purchase the site would be brought before the Council prior to acquisition.

Gentlemen:
This proposal for appraisal services is in response to our
June 17 meeting in your office. The property in question is
located west of Fourth Avenue on the south side of F Street
and is a rectangle with approximately 145 front feet by 290
feet depth. It consists of six assessor parcels known as
568-200-3 through 8. The owner is now processing a map for
30 condominium units to replace the three separate single
family residences now occupying the site. The Redevelopment
Agency is considering acquisition and requires an appraisal
to assist in that process.
A brief narrative report is required to document actions of
the Redevelopment Agency though acquisition will only be
pursued on a negotiated basis. The owner and his broker
will cooperate fully with the appraiser as to any informa-
tion in their possession. The agency needs to know within
the next few weeks whether the price ra:,ge under 3iscussion
is supportable by our appraisal conclusion.
Based on the above understanding, we propose the following:
1. Within three weeks of your authorization to proceed,
we will provide a brief letter indicating a range
of value within 5 percent of our final opinion.
2. Within six weeks of your authorization, we will
submit a brief narrative report as described above.

be based on the attached fee schedule but not to
exceed $2,000.
