On May 7, 1980, the City Council adopted Resolution No. 10084 directing that the City
Engineer prepare a report as the first step in establishing the Town Centre #1 Street
Lighting and Landscaping Maintenance District No. 1980-81. The Redevelopment Agency has
retained the services of Patrick Rossetti, Assessment Engineer, to prepare the necessary
report. It is my
RECOMMENDATION: That the City Council approve the resolutions
1. approving the report for the establishment of the District, and
2. declare its intention to establish the District and set a public hearing for
June 17, 1980.
BOARD/COMMISSION RECOMMENDATIONI: The Project Area Committee for the Town Centre #,1 has
recomrended that an Assessment District be established for the maintenance of the landscaping,
DISCUSSION:
On May 28, 1980, the City Engineer opened bids for maintenance of the landscaping for the
Town Centre Redevelopment Area. The bids ranged in price from $9500 to over $20,000.
The apparent low bidder was Mazon Incorporated, who is the current contractor maintaining
the landscaping. Mr. Rossetti is making a respread based upon the new actual costs and
these figures are represented on the enclosed diagram. The total cost for the District next
year will be approximately $15,000 which will include the maintenance contract, additional
funds for plant replacement, irrigation repairs, new plantings, water and irrigation, street
lighting, assessment engineering fees, and partial repayment for the loan the City made to
the District during the~six month period, January to June, 1980.
It is recommended by the Assessment Engineer that the District pay back the City over a
period of years for the six month maintenance period so that the cost spread will not be
unnecessarily high during any particular year. Ede are also recommending that the City make
a contribution to the District for street lighting. We estimate the total street lighting
cost far energy to be $3600 for the new lighting system recently installed. The old lighting
system that was removed was approximately 20 lights, 20,000 lumens each, and would cost an
estimated $3,000 per year to provide the energy for the system. It is my recommendation
that until the City adopts an overall policy on street light financing, the City should
contribute the cost that they we would have paid had the project not been completed. In
future years should a policy be adopted or should the City Council find that a larger
percentage should be picked up by the District, then that can be adjusted in future years
through new assessment spreads.
The District was established to include all of the area along Third Avenue between "E"
Street and "G" Street.' However, those properties not adjacent to the current project were
given nil assessments. In ..future years they will be given assessments as improvements are
installed adjacent to their properties.

The second resolution declares the City's intention of creating this District and directs
that a public notice be sent to all of the property owners affected by the District and
sets June 17, 1980, at 7:00 as the date for the public hearing.
