Of the projects scheduled for 1980-81, only one project has not already been reviewed or been declared exempt. Therefore, it is my (4/5ths Vote: Yes___ No-X-) RECOMMENDATION: That the Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION: The attached Determination from the Environmental Review Committee recommends that the project could not have a si9nificant effect on the environment. DISCUSSION: Of the 15 projects to be funded in 1980-81, 11 were continuations of projects started in 1979-80, and had been reviewed at that time. Three projects (Town Centre Development Corporation, Neighborhood Center Design, and Smoke Alarm Installation) were found to be exempt. The Third Avenue Street Improvements program in 1980-81 is located between "F" and "G" Streets, and was not environmentally reviewed last year when a similar project was funded from "E" to "F" Streets on Third Avenue. After an Initial Study Application on this project, the Environmental Review Committee recommends that the City Council find that the project will not result in any significant adverse environmental impact. This project has been included in the 1980-81 CIP budget. TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS: The above named City proposes to request the U.S. Dep3rtment of Housing and Utban Development to release Federal funds under Title I of the Housing and Community Development Act of 1974 (PL-93-383) to be used for the following project: The project consists of street improvements on Third Avenue between F and G Streets. Existing curbs, gutters, sidewalks, and crosswalks will be inproved as well as the street lighting. The physical appearance of the area will be enhanced through additional land- scaping. These improvements are located in the heart of the Town Centre Redevelopment project and will contribute to the revitali- zation of the downtown business district. The project is budgeted for $250,000. It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and, accordingly, the above named City has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL-91-190l. This project involves an activity that will improve the urban design of the community without involving any structure of potential historic significance. The project conforms to the long range goals of the City of Chula Vista, therefore the attainment of short term goals will not preclude the attainment of long range goals. 3. No families will be displaced due to this activity. The project will enhance the human environment, not detract from the quality of life. 4. Environmental Impacts identified The project will have a beneficial impact on the environment in that it will be an incremental step in the overall enhancement of the Central Business District. The site is in the urbanized area of Chula Vista which is void of any natural or man-made resources or hazards. L. Treatment of Environmental Impacts The project will have a beneficial impact, therefore no changes in the project are necessary to eliminate or minimize adverse environmental impacts. M. Alternatives to the Project The alternative project listed below were not selected for funding because they would not enhance environmental qualities as much as those projects chosen to be undertaken. Projects to be funded which will improve public facilities and services include the removal of architectural barriers, the reconstruction of curbs, gutters and sidewalks, the installation of a storm drain, and the development and landscaping of the central business district. These project will benefit traffic circulation, pedestrian mobility and drainage control as well as contributing to the aesthetic environ- ment of the community. Other projects to be undertaken include the acquisition spot clearance of deteriorating structures and the rehabilitation of existing housing. These projects should help eliminate sub-standard structures arid assist in the maintenance of attractive well planned neighborhoods. Alternative Project Not Selected 1. Sidewalk widening in Feaster School neighborhood. 2. Streets lights in Feaster School neighborhood. No Project I Since a higher quality living environment will result from the undertaking of the projects to be funded, the implementation of no project has been rejected. The projects selected will not create adverse environmental effects but rather enhance the overall environmental setting. Therefore the implementation of these projects is more desirable than the alternative of "No Project". N. Conditions & Safeguards The project will have a beneficial impact, therefore no conditions or safeguards are necessary. Jo1)S ~ " o.
