COUNCIL AGENDA STATEMENT Item '15 ITEM TITLE: Meeting Date 5/27/80 Resolution //)/13 Establ ishing special pay for Traffic Engineer/Acting Transit Coordinator Development Services Administrator lJ~ (4/5ths Vote: Yes_ NoL) SUBMITTED BY: The City's Traffic Engineer has assumed the additional duty of Transit Coordinator until his position can be filled. Due to the increased responsibility and extra workload for the Traffic Engineer, it is my RECOMMENDATION: That Council 1. Adopt this resolution providing an additional 5 percent salary for the Traffic Engineer until a new Transit Coordinator can be hired. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION: Jack Bloom, the City's previous Transit Coordinator left the City on March 14, 1980. Since that time, Gary Hansen, City Traffic Engineer, has been acting as both Traffic Engineer and Transit Coordinator. Mr. Hansen has retained the full range of responsibilities of the Traffic Engineer while, in addition, picking up a new series of responsibilities as Acting Transit Coordinator. These new and only indirectly related duties have required Mr. Hansen to encounter a completely new set of problems, to attend meetings ana represent the City covering areas for which he is generally unfamiliar and to do these things under only general direction without a lot of input from me. Among the additional duties which he has been performing are the following: 1. Administration of the day to day operations of both Chula Vista Transit and HandYtrans. Tasks include monitoring on time performance, driver performance, equipment readiness and complaint investigation. 2. Membership on the Transit Productivity Advisory Committee (TPAC) for both systems. This group establishes goals for next fiscal year such as revenue pass/revenue miles and operating cost increases. If the operator does not make a reasonable effort to attain the goals, future funding can be frozen at present levels. 3. Preparation of the FY80-81 LTF claim and the budget for both CVT and HandYtrans. 4. Preparation of proposed route/fare restructuring for CVT for next fiscal year. 5. Staff liaison to both the Mayor's Committee on Elderly and Handicapped and the Transit System Advisory Board (subcommittee of the HRC). 6. Page 2, Item 15 Meeting Date 5/27/80 Usually, when a division head such as the Transit Coordinator position becomes vacant, a member of the division is designated to act as Transit Coordinator on an interim basis. The Civil Service regulations allow for an additional compensation for this person. There is no one in the Transit Division with enough experience to act as interim Transit Coordinator. Therefore, the Traffic Engineer was requested to assume the duties of the Transit Coordinator until the position can be filled. Since the Transit Coordinator's salary is slightly less than the Traffic Engineer's, Mr. Hansen could not be awarded extra compensation under the existing guidelines. I have been considering various methods of compensating the Traffic Engineer over the past several weeks. I have concluded that the best way to compensate Mr. Hansen for the additional responsibility which he has willingly accepted is to establish a temporary and special pay arrangement of an additional 5 percent for'the period of this additional responsibility. I recommend that he be awarded the 5 percent additional salary for the period April 14, 1980, (30 days after vacancy occurred) to whenever the Transit Coordinator position is filled (expected to be in July 1980). Neither the Personnel nor Finance Director foresee any difficulty in implementing this plan.
