CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA
August 28, 1972
The regular adjourned meeting of the City Planning Commission of Chula Vista,
California, was held on the above date beginning at 7:00 p.m. with the follow-
ing members present: Rice, Macevicz, Chandler, Rudolph, Adams, Whitten and
ex-officio member Miller. Also present: Director of Planning Warren, Assist-
ant Director of Planning Williams, Assistant Planner Reid, Director of Public
Works Cole and Assistant City Attorney Blick.
The pledge of allegiance to the flag was led by Chairman Rice followed by a
moment of silent prayer.
APPROVAL OF MINUTES
MSUC (Rudolph-Macevicz) Minutes of the meeting of August 21, 1972 be approved
as mailed.
The chairman called for oral communications and none were presented.
PUBLIC HEARING: CONDITIONAL USE PERMIT - 381 D Street - request to operate
Child Day Care C6~ter ~ First Assembly Of Go~'Church, Inc.
Assistant Director of Planning Williams advised that when the application was
submitted, it was indicated that the property was zoned R-3, which permits
day care centers by conditional use permit. After the public hearing had been
advertised it was discovered that the property is divided into two zoning
classifications. The proposed day care center was to be located on that por-
tion of the property in the R-1 zone, which does not permit day care centers.
According to a statement from the City Attorney, the application cannot be
processed unless the zoning is changed from R-1 to R-3.

SUBDIVISION (Cont.): Consideration of Tentative Map for Rancho Robinhood -
Case~ Const~ucti6n Company -
Assistant Planner Reid reminded the Commission that this item had been con-
tinued from the meeting of August 21 for a study of problems related to access
to the subdivision, internal circulation, the treatment of the drainage ad-
jacent to Otay Lakes Road and the size, location and treatment of sidewalks.
Mr. Reid indicated two points of vehicular access into the subdivision which
had been discussed by the staff: on the west side of Allen Elementary School
onto Allen School Lane and near the southeast portion of this subdivision
onto Otay Lakes Road.

Members of the Commission, Director of Planning Warren, Assistant Director of
Planning Williams and Director of Public Works Cole joined in a discussion
of the constraints of topography, the school site and property lines, traffic
safety and desirability of restricting access to Otay Lakes Road with regard
to these and possible other points of access in this subdivision and future
development to the south.
Assistant Planner Reid pointed out a revision in the subdivision map eliminating
the "T" intersection on the entrance road and improving the internal circula-
tion. He also indicated the proposed open concrete-lined drainage channel ad-
jacent to Otay Lakes Road, which will be fenced and screened by heavy land-
scaping. This area is to be maintained by the maintenance district.
Director of Public Wor~s Cole assured the Commission that a drainage channel
of this size is easier to maintain as an open channel facility, and in any
event would not be considered for a closed channel for the entire length of
the canyon.
Mr. Reid stated that after discussions with the Engineering staff, the Planning
staff and the developer, it was determined that standard width sidewalks should
be required on both sides of the residential collector roads, and the final de-
sign of these walks as to texture and color should be left for staff review.
He also called attention to Page 3 of the staff comments and advised that
item 7(b) should refer to condition #6, rather than #9 as stated.
Mr. Splitstone of George Ilolte & Associates noted that the developer had
resolved most of the controversial items in discussions with the staff, and he
had no further comments to offer.
Mrs. William A. Spies, Jr., member of the Board of the Sweetwater Valley Civic
Association, and a resident in the adjacent area, called the Commission's
attention to significant changes in the topography of the land adjacent to
the Allen School in the last few weeks and that the area to the west of the
school has been completely developed, making an access road in that area in-
feasible. She asked how soon construction was expected to begin on the sub-
division and when the land designated for a park would be acquired.
Mr. Splitstone answered that the developer is anxious to get started and antici-
pates beginning construction as soon as he receives the necessary approvals.
Assistant Director of Planning Williams said that the park land will be acquired
as soon as the necessary funds are available. He did not know definitely when
that might be but expected it would be rather soon.
MSUC (Chandler-Whitten) Tentative map of Rancho Robinhood for Case Construc-
tion Company be approved subject to the recommendations of the Planning staff
and the Engineering Division, with the added provision that the staff attempt
to find a possible second vehicular access into the area, and reiterating that
condition 7(b) in the staff report refer to condition #6 rather than condition
#9.

Request for deferral of public improvements in alley from Center Street to
Madrona Street between Church Avenue and Del Mar Avenue -
First Southern Baptist Church
Assistant Director of Planning Williams stated that the applicant has requested
a building permit which would require the installation of public improvements
in an adjacent alley. He noted that the existing pavement in the alley is sub-
standard and it would be impractical to require individual segments to be
installed.
MSUC (Whitten-Macevicz) Request for deferral of public improvements in alley
from Center Street to Madrona Street between Church Avenue and Del Mar Avenue
be approved.
Request for waiver of sidewalk and deferral of other improvements on the east
side of Bay Boulevard from Moss Street to Palomar Street -
In~and Industries~ Inc.
Assistant Director of Planning Williams advised that a total street frontage
of 2,314 feet is involved in this request for waiver of sidewalk and deferral
of curb, gutter and shoulder paving along the east side of Bay Boulevard from
Moss Street to Palomar Street. He commented that the City is currently work-
ing on plans, in conjunction with San Diego Gas and Electric Company, for the
installation of curb, gutter and shoulder paving along the west side of Bay
Boulevard in the same area. The request for a waiver and deferral of public
improvements were deemed unnecessary at this time, since no application for a
building permit has been submitted.
MSUC (Macevicz-Chandler) Request for waiver of sidewalk and deferral of other
improvements on the east side of Bay Boulevard from Moss Street to Palomar
Street be denied.
~equest for approval to move duplex to 556 G Street in R-3 zone - L.D. Cochrane
Assistant Director of Planning Williams passed to the Commission photos of a
duplex unit proposed to be moved and added to an R-3 lot that presently has a
single family dwelling on the property. He remarked that the City Code speci-
fies that the Planning Commission must make a recommendation to the City
Council on the architectural compatibility between the building and the sur-
rounding area. The building is single story and of wood-framed stucco con-
struction with a wood shake roof, and the architecture and size are compatible
with that of other structures in the area, which are predominantly older single
family dwellings.
MSUC (Whitten-Macevicz) Recommend to the City Council approval of the request
for Move-In of a building to 556 G Street, subject to the conditions enumerated
in the inspection report of the Building and Housing Department.
Discussion of house plans for E1 Rancho del Rey Unit 1
Assistant Director of Planning Williams advised the Commission that the agenda
had already been printed on Friday when Otay Land Company telephoned requesting
that this item be deferred until the meeting of September 6.

MSUC (Macevicz-Chandler) Discussion of house plans for E1 Rancho del Rey
Unit 1 be deferred until the meeting of September 6, 1972.
Director's Report
Mr. Warren reminded the Commission of the League of California Cities Con-
ference to be held in Anaheim, October 15-18, 1972, and that it is not too
early to make plans for attending.
Commission Comments
Member Rudolph commented regarding vehicular noise and that a City Noise
Ordinance would be a good idea. After some discussion, members of the Com-
mission concurred that they would give the matter further thought, with the
objective of presenting at their September 6 meeting a recommendation to
the City Council for consideration.
ADJOURNMENT
There being no further business to come before the Commission, the chairman
adjourned the meeting at 8:00 p.m.
