HomeMy WebLinkAbout2010/07/13 Special Orders«'iA~ '~i~D "'~'S RESOLUTION NO. 2010- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA COMMENDING AND THANKING AND ACKNOWLDEGING COUNCILMEMBER JOHN MCCANN FOR HIS HONORABLE AND MERITORIOUS MILITARY SERVICE IN IRAQ FOR OPERATION IRAQI FREEDOM DURING THE GLOBAL WAR ON TERROR; WELCOMING COUNCILMEMBER MCCANN BACK AND RATIFYING HIS REINSTATMENT TO CITY COUNCIL SEAT NO. 2; AND THANKING INTERIM COUNCILMEMBER MITCHELL THOMPSON FOR SERVING ON THE COUNCIL DURING COUNCILMEMBER MCCANN'S MILITARY LEAVE WHEREAS, in June 2009, Councilmember John McCann notified the City that he had been ordered to report to active military duty as of July 21, 2009; and WHEREAS, on July 21, 2009, the City Council accepted notice of Councilmember McCann's military absence and found that he had a legal right to return to his Council seat upon completing his military duty; and WHEREAS, on September 29, 2009, the City Council appointed Mitchell Thompson to serve as Interim City Councilmember during Councilmember McCann's military absence, and Interim Councilmember Thompson has served in that capacity continuously since being sworn-into office on September 29, 2009; and WHEREAS, Councilmember McCann served as a lieutenant in the United States Navy in a combat service support role for nine months boots on the ground in Mosul, Iraq at the Forward Operating Base LSA Diamondback supporting Army, Navy, Air Force and Marine Corps personnel for the Ninewa Provence and Northern Iraq including units such as the 25`h Infantry Division, the 3`d Infantry Division and the 130`h Engineering Brigade; and WHEREAS, Councilmember McCann distinguished himself by meritorious service as a Contingency Contracting Officer, Joint Contracting Command- Iraq/Afghanistan, Lieutenant McCann managed an over 4.5 million dollaz contract portfolio of commodities and life support services contracts, Lieutenant McCann managed the 5 million dollar field ordering officer program for his azea overseeing 250 field ordering officers receiving the top grade of outstanding for his performance; and. WHEREAS, Lieutenant McCann expedited force protection contracts that included hesco barriers and sandbags for combat operation bases and mutiple Iraqi election checkpoints providing increased force protection from terrorist attacks; and J ~ "" t Resolution No. Page 2 WHEREAS, Councilmember McCann is commended for being selected as the top company grade officer in Iraq for the Joint Contracting Command-Iraq/Afghanistan in the month of October 2009, competing against Army, Air Force and Navy contracting officers; and WHEREAS, Councilmember McCann was awarded the Joint Service Commendation Medal, the Iraq Campaign Medal with the Iraq Sovereignty Star and Armed Forces Reserve Medal with "M" device for his meritorious service and outstanding performance in Iraq; and WHEREAS, Councilmember McCann completed his active military duty and presented himself to the City for reinstatement to his City Council office on July 8, 2010; and WHEREAS, on that date, in compliance with California Military and Veterans Code section 395.8, the City determined that: (i) Councilmember McCann presented himself for reinstatement less than six months after the completion of his active duty; (ii) the end of Councilmember McCann's active service was not due to a dishonorable discharge; (iii) Councilmember McCann was not so mentally or physically disabled as to be incapable of performing the duties of his office; and (iv) Councilmember McCann's return to office would not begin until after the end of his active military service; and WHEREAS, accordingly, Councilmember McCann was reinstated to his office on July 8, 2010; and WHEREAS, the City notified Interim Councilmember Thompson of Councilmember McCann's return and Interim Councilmember Thompson vacated the office prior to Councilmember McCann's return; and WHEREAS, the City Council desires to commend and thank Councilmember McCann for his military service, and welcome him back to his City Council seat; and WHEREAS, the Council also wishes to thank Mitchell Thompson for his service as an interim Councilmember during Councilmember McCann's military absence. NOW THEREFORE BE IT RESOLVED that the City Council does hereby: (i) commend and thank Councilmember McCann for his military service; (ii) welcome Councilmember McCann back to City Council seat No. 2, and ratify his reinstatement to office, effective July 8, 2010; and (iii) thank Mitchell Thompson For his service as an interim Councilmember during Councilmember McCann's military absence. .~Sa -.~, Resolution No. Page 3 Presented by Kelley Bacon Director of Human Resources +J~
