MINUTES OF A REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA November 8, 1993 Conference Room No. 1 5:15 p.m. MEMBERS PRESENT: Chairman Gingerich, Vice-Chairman Harter, Board Members Coleman, Leonard, McArthur and Triplette MEMBERS ABSENT: Board Member Fabrick CITY STAFF PRESENT: Director of Building and Housing Larsen, Assistant Director of Building and Housing Remp and Administrative Secretary Uybungco CALL MEETING TO ORDER: Chairman Gingerich called the meeting to order at 5:16 p.m. ROLL CALL: Members present constituted a quorum. 1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: . MSUC Triplette/Leonard (6-0) to excuse the absence of Board Member Fabrick due to illness. 2. APPROVAL OF MINUTES: MSUC Leonard/Coleman (6-0) to approve the minutes of October 11, 1993. 3. NEW BUSINESS: None 4. DIRECTOR'S COMMENTS/REPORT: A. 71 st Annual Education and Code Development Conference of the International Conference of Building Officials Director of Building and Housing Larsen deferred to Chairman Gingerich for his presentation. Chairman Gingerich presented and highlighted some of the Code Changes proposed for the Uniform Building Code and the Uniform Plumbing Code which were discussed at the Conference. Chairman Gingerich commended Director of Building and Housing Larsen's presentation of "Legal Aspects of Code Administration". The session was very well presented and received. . Board Member Leonard questioned whether the code changes that were approved at this Conference will be included into the new code books. Board of Appeals & Advisors -2- November 8, 1993 Director of Building and Housing Larsen informed the Board that the changes approved in Sacramento were the last of a 3-year cycle for the new 1994 codes. The new code books will be published by February 1994 for review and will be adopted in January 1995 for enforcement. Staff will come forth to the Board approximately this time next year to approve the adoption of the 1994 Codes. B. Revised Title for the Board Chairman Gingerich suggested that the Board's title be revised to be recognized as the Building Board of Appeals. Director of Building and Housing Larsen stated that staff recommend the Board not revise the title due to the fact that the Board hears appeals of other areas such as disabled access. Staff will be returning to the Board in December to approve an Ordinance change which will allow the Board to hear appeals of inoperative/abandoned vehicles. Staff will provide a written report in December. C. Department's Monthly Activity Reports Director of Building and Housing Larsen distributed and briefly highlighted the department's monthly activity reports and revenue status. It was further stated that the department has two positions frozen at this time and that staff will propose to fill the position of Plans Examiner mid-third quarter and the position of Building Inspector start to mid-fourth quarter. 5. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE): None 6. ADJOURNMENT: Chairman Gingerich adjourned the meeting at 6:01 p.m. to the next regular meeting scheduled for December 13, 1993. %~L.
