HomeMy WebLinkAbout1993/10/11 Board of Appeals & Advisors Minutes e MINUTES OF A REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA October 11, 1993 Conference Room No. 1 5:15 p.m. MEMBERS PRESENT: Vice-Chairman Harter, Board Members Triplette, McArthur, Coleman, Leonard and Fabrick MEMBERS ABSENT: Chairman Gingerich CITY STAFF PRESENT: Director of Building and Housing Larsen, Assistant Director of Building and Housing Remp and Administrative Secretary Uybungco CALL MEETING TO ORDER: Vice-Chairman Harter called the meeting to order at 5:13 p.m. SPECIAL ORDER OF THE DAY: 1. The members of the Board were introduced to Anne H. Fabrick, newly appointed member. . 2. Vice-Chairman Harter presented a plaque to past-member John Nash for his service on the Board for two terms. ROLL CALL: Members present constituted a quorum. 1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: MSUC Coleman/Triplette (6-0) to excuse Chairman Gingerich's absence due to vacation. 2. APPROVAL OF MINUTES: Director of Building and Housing Larsen requested that item #4A as noted on the June 14, 1993 Minutes (Revised Title for the Board) be tabled to the regularly scheduled meeting on November 8, 1993 upon Chairman Gingerich's return. MSUC Leonard/Triplette (6-0) to approve the minutes of June 14, 1993 with the above request noted. 3. NEW BUSINESS: None . Board of Appeals & Advisors -2- October 11, 1993 - 4. DIRECTOR'S COMMENTS/REPORT: A. 71 st Annual Education and Code Development Conference of the International Conference of Building Officials - Brief Overview (This item was taken out of order and discussed after item #4D.) Director of Building and Housing Larsen informed the Board that Chairman Gingerich will present a report on the Annual Business Meeting at the November Meeting. The following was briefly discussed by Director of Building and Housing Larsen: 1) Class "AM Members of LC.B.O. voted on code changes to be incorporated into the 1994 codes. The new code books will be divided into two sections: (a) Engineering and (b) Fire and Life Safety Aspects for Field Personnel. 2) The Uniform Building Code, National Building Code and Southern Building Code will all adopt a common format in 1994. 3) The two significant changes were (a) plumbing fixtures requirement and (b) lumber grading changes. 4) Jim Monaghan, past Senior Building Inspector was recognized at the Annual Business Meeting upon his retirement. . 5) For the first time in 30+ years, there will be no code change session at next year's Annual Business Meeting. Code change sessions will be scheduled for 1995 and 1996 for the 1997 codes. B. Permits by Mail/Fax - Status Update Director of Building and Housing Larsen deferred this item to Assistant Director of Building and Housing Remp. Assistant Director of Building and Housing Remp informed the Board that the Department is pursuing acceptance of permit fees payment by credit cards with the Finance Department. The Facsimile and credit card method will expedite the process for routine permits and will benefit our customers. Director of Building and Housing Larsen further stated that additional information will be provided when available. C. Boards/Commissions/Committees Workshop The B/C/C Workshop is scheduled for Monday, November 15, 1993 at 6:00 p.m. in Conference Room No.1. New members and those who have never attended a workshop are encouraged to attend. Director of Building and Housing Larsen also informed the Board that this year's Boards/Commissions/Committees Banquet is scheduled for Tuesday, November 30, 1993. at the San Diego Country Club. Each member and one guest is invited. More information will be provided by the Mayor/Council's Office. . Board of Appeals & Advisors -3- October 11, 1993 D. Department Monthly Reports (This item was discussed prior to item #4A.) Director of Building and Housing Larsen distributed the Department's Monthly Reports to the Board. Particular attention was drawn to the category of Certificate of Occupancy. The Department collects $70 per Certificate as per the Master Fee Schedule. Assistant Director of Building and Housing Remp pointed out to the Board members that the Department's revenues is 39 percent above last year's figures for the first quarter. E. Appointment of Senior Building Inspector Gregory M. Bottorff has been appointed as the Senior Building Inspector to replace James J. Monaghan. Greg has been with the Department for eight years. Greg is I.C.B.O. certified for Building, Plumbing, Electrical and Mechanical. He is one of only 400 individuals who is certified as a Combination Inspector. 5. COMMUNICATIONS (PUBLIC REMARKS/WRmEN CORRESPONDENCE): None 6.
