MINUTES OF A REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA October 12, 1992 Conference Room No. 1 5:15 p.m. MEMBERS PRESENT: Vice-Chairman Leonard, Board Members Coleman, Harter, McArthur, Nash and Triplette MEMBERS ABSENT: Chairman Gingerich CITY STAFF PRESENT: Director of Building and Housing Larsen, Assistant Director of Building and Housing Remp, Administrative Secretary Uybungco, Plans Examiner Mandery and Administrative Office Assistant II O'Neill CALL MEETING TO ORDER' Vice-Chairman Leonard called the meeting to order at 5:15 p.m. ROLL CALL- Members present constituted a quorum. 1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: 2. APPROVAL OF MINUTES' MSUC NashlMcArthur (6-0) to approve the minutes of September 14, 1992. 3. NEW BUSINESS' A. 155 Madrona Street, Chula Vista, CA 91910 - Request of Approval for Use of "Macrolux" Roof Panels: Director of Building and Housing Larsen requested for this item to be taken out of sequence and discussed after item no. 4A. - . . Staff Meeting Minutes -2- October 12, 1992 Director of Building and Housing Larsen briefly explained the background of this item. The Board was advised that their role is to determine whether the product should be authorized for use under the authority of the Uniform Building Code, Section 204. Plans Examiner, Daniel Mandery, was introduced to the Board and presented stairs fmdings and recommendation. Plans Examiner Mandery explained to the Board that all conditions have been met under the Uniform Building Code, Section 5206. The applicant is requesting the approval for use of "Macrolux" roof panels in lieu of tempered glass or other plastic materials. Director of Building and Housing Larsen provided the following summation comments to stairs report: Section 5206 of the Uniform Building Code deals with habitable structures and its companion code, Section 5211 covers awnings or patio covers. The structure in question is neither a habitable room nor a patio cover. Requested Board to offer direction back to staff to determine whether this material is authorized for usage under special circumstances for structures such as swimming pool shelter or agricultural use (green house) subject to the approval of the Director Building and Housing. If approved, staff will contact the vendor and inform the vendor that by action of the Board of Appeals and Advisors, their product will be authorized for limited usage to unhabitable spaces. MSUCHarter/Coleman (6-0) to concur with stairs recommendation for approval for use of "Macro lux" roof panels at 155 Madrona Street and usage in the future to be authorized at the discretion of the Director of Building and Housing. 4. DIRECfOR'S COMMENTSIREPORT: A. Introduction of New Board Member - Mr. Arthur Triplette: (This item was taken out of sequence and preceded item no. 3A.) Director of Building and Housing Larsen presented the introduction of new Board Member Triplette. Mr. Triplette is the Supervisor of Maintenance for the San Diego Unified School District and possesses a vast array of construction expenence. Vice-Chairman Leonard and members of the Board welcomed Mr. Triplette. . . . Staff Meeting Minutes -3- October 12, 1992 B. Financial Status Report - First Quarter of FY 1992-93: Director of Building and Housing Larsen requested Vice-Chairman Leonard's consent to table this item to the November 9, 1992 Meeting. Vice-Chairman Leonard granted the approval for postponement of this item. Staff substituted this item with the Water Retrofit Ordinance. B. Water Retrofit Ordinance: Copies of the Staff Report to the InterAgency Water Task Force and the Draft Ordinance were distributed to the Board. Director of Building and Housing Larsen walked the Board through the Staff Report and Draft Ordinance. A brief discussion followed. Director of Building and Housing Larsen informed the Board that staff will return with comments to the InterAgency Water Task Force at their next meeting scheduled for November 11, 1992. Board Members were requested to review these documents and return with any comments or questions to their next meeting scheduled for November 9, 1992. C. Status Report on Permit Streamlining Process: Director of Building and Housing Larsen presented a brief history of staff's streamlining efforts. Developmental department staff were directed by Council in August 1991 through the Mayor's Ad-Hoc Committee to evaluate our permit process in order to simplify our minor permit sign-off's. Benchmark for authorization for sign-off's are still being established. The departments are moving closer to single department sign-off's. D. Report on the 70th Annual Education and Code Development Conference- Dallas, Texas: A written report of the Conference's events was distributed to the Board by Director of Building and Housing Larsen. 5.
