MINUTES OF A REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA September 14, 1992 Conference Room No. 1 5:15 p.m. MEMBERS PRESENT: Chairman Gingerich, Board Members Harter, McArthur, Nash, Leonard and Coleman (Ex-Member Contreras) MEMBERS ABSENT: None CITY STAFF PRESENT: Director of Building and Housing Larsen, Assistant Director of Building and Housing Remp and Administrative Secretary Uybungco CALL MEETING TO ORDER' Chairman Gingerich called the meeting to order at 5:16 p.m. ROLL CALL- Members present constituted a quorum. 1. DECLARATION OF EXCUSEDIUNEXCUSEDABSENTEEISM: N/A 2. APPROVAL OF MINUTES' MSUC Nash/Leonard (6-0) to approve the minutes of August 10, 1992 3. NEW BUSINESS' A. Election of New Vice-Chairman Board Member Nash motioned to nominate Board Member Leonard as Vice- Chairman due to his past experience. MSUcNash/Harter (6-0) to elect Thomas Leonard as the Vice-Chairman for the remainder of FY 92-93 due to Board Member Arnold's vacated position. . . . Board of Appeals & Advisors -2- September 14, 1992 4. DIRECfOR'S COMMENTSIREPORT: D. A. Introduction of New Board Member - Mr. Harold Coleman, Jr. Director of Building and Housing Larsen stated that he was very pleased to announce the addition of Mr. Coleman. Mr. Coleman's vast experience and education was briefly summarized by Director of Building and Housing Larsen. Director of Building and Housing Larsen invited Board Member Coleman to visit with the department or ride-along with an Inspector or Code Enforcement Officer. This invitation is open to all Board Members. B. Appointment of New Board Member - Mr. Arthur Triplette Director of Building and Housing Larsen announced that there will be a new Member joining the Board at next month's meeting. Mr. Arthur Triplette has been appointed by the Mayor to replace Board Member Contreras. Mr. Triplette has an extensive background in Construction Management. C. Use of "Macrolux" Roof Panels -155 Madrona Street, Chula Vista, CA 91910 (Request to table item to the October 12, 1992 Meeting) This item was requested to be postponed to the October 12, 1992 Meeting by Director of Building and Housing Larsen due to the violation of the light and ventilation requirements/criteria. Applicant must take action to remedy this violation before this item is brought to the Board. Plan Check staff is currently working directly with Mr. Morales, Applicant. Report on the 70th Annual Education and Code Development Conference of the International Conference of Building Officials at Dallas, Texas Director of Building and Housing Larsen provided a brief overview of special events at the Conference. A written report and summation of events will be provided to the Board at a later date. The attendance of jurisdictions within California decreased this year; however, the overall attendance was as high as previous years. A delegation from the Japanese Conference of Building Officials (JCBO) also attended this Conference. They were particularly interested in the Product Approval Service/Evaluation Reports. . . . Board of Appeals & Advisors -3- Seprember 14, 1992 E. Director of Building and Housing Larsen informed the Board that staff will bring forth the following information to next month's meeting: (1) Economic status of the Department, (2) Automation status report, and (3) "One Stop Shop" Permit. 5. COMMUNICATIONS (rUBLIC REMARKSIWRITIEN CORRESPONDENCE): None 6. ADJOURNMENT: Chairman Gingerich adjourned the meeting at 6:08 p.m. to the next regular meeting scheduled for October 12, 1992.
