MINUTES OF A REGULAR MEETING
BOARD OF APPEALS AND ADVISORS
CITY OF CHULA VISTA, CALIFORNIA
May 11. 1992

CALL MEETING TO ORDER: Chairman Leonard called the meeting to order at 5: 17 p.m.
ROLL CALL: Members present constituted a quorum.
1.
DEClARATION OF EXCUSED/UNEXCUSED ABSENTEEISM:
MSUC ArnoldlHarter (6-0) to excuse the absence of Board Member Nash due to a
conflict with the Design Review Committee Meeting.
2. APPROVAL OF MINUTES: MSUC Gingerich/Arnold (6-0) to approve the minutes of
April 13, 1992.
3. NEW BUSINESS:
A. Adoption of 1991 Edition Uniform Fire Code
Fire Marshal Gove presented an overview of proposed changes to ordinance
adopting of the 1991 Edition Uniform Fire Code. She stated that very few
changes from previous ordinance language are being recommended. Changes
included requirements for above ground flammable liquid storage tanks,
hazardous materials identification signs and minimum qualifications for
sprinkler system installers.

Fire Marshal Gave stated that these changes were extracted from a much
more comprehensive list of changes proposed by the San Diego Fire
Prevention Association.
Discussion involved what should the qualifications be for sprinkler system
designers and installers.
Concerns were expressed by Board Member Harter regarding the cost of
hiring a contractor to install residential sprinkler systems. A motion was made
to add an exception under the requirement which states, Exception: When
approved by the Chief, R-3 occupancies may be exempted from this
requirement.
MSUC Harter/Gingerich (6-0) to amend the requirement.
Board Member Gingerich questioned sprinklers on all structures on the lot
after the first building is sprinkled, he believes it is too broad and restrictive.
Assistant Director of Building and Housing Remp talked about limitation of
the requirement to R-l occupancies exclusively and the existence of an appeal
procedure to address extraordinary circumstances.
MSUC Arnold/Gingerich (6-0) to approve the adoption of the 1991 Edition of
the Uniform Fire Code, inclusive of the edition of the aforementioned.
4.
DIRECTOR'S COMMENTS/REPORT:
A Assistant Director of Building and Housing Remp informed the Board that
the Adoptive Ordinances for the Model Codes will go to Council for a second
reading and adoption on Tuesday, May 19, 1992. The Ordinances will go into
effect thirty days after Council's approval.
B. Assistant Director of Building and Housing Remp provided an update on the
automated permits tracking system.
C. The Board was advised that the election of a Chairperson and a Vice-
Chairperson for FY 92-93 will be included on the agenda of the meeting of
June 8, 1992.

5. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE):
A. Chairman Leonard informed the Board that at the meetings of the Boards,
Commissions and Committees, an announcement was made by Russ Hall,
Member of the Parks and Recreations Commission, that he is in the process
of organizing a group to discuss general issues in Chula Vista, known as the
"Chula Vista Issues Discussion Group."
6. Chairman Leonard adjourned the meeting at 6:08 p.m. to the next regular meeting
scheduled for June 8, 1992.
