SUMMARY
The Fiscal Year 20]0-11 Sewer Fund budget provides for the replacement of one 200] Ford
Sreco sewer rodding truck. The City of ChuIa Vista Municipal Code Section 2.56.270 and
Council Resolution No. 6132 authorize the Purchasing Agent to participate in cooperative bids
with other government agencies for the purchase of matcrials of common usage. The City has an
opportunity to participate in a current City of Beverly Hills bid for favorable terms and pricing.
Ej'I,'VlRONMENTAL REVIEW
This proposed activity has bcen reviewed for compliancc with the California Environmcntal
Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined
under Section 15378 of thc Statc CEQA Guidelines because it will not result in a physical
change in the environment; therefore, pursuant to Section 15060(c)(3) of thc State CEQA
Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

orSCUSSION
The Fiscal Year 2010-11 Sewer Fund budget provides for the replacement of one 2001 Ford
Sreco sewer rodding truck. Due to the unique nature of this equipment, Wastewater
Maintenance staff conducted extensive research into the types of equipment available in the
industry, and evaluated each prospective piece of equipment for its functionality and suitability
for its intended purpose. Equipment built by four different manufacturers was evaluated during
this process. Staff determined that the equipment manufactured by Sewer Equipment Company
of America and sold by Plumber's Depot, Inc., best meets the needs of the department. A
current purchase order for such a machine has been issued by the City of Beverly Hills.
In the past, the City of Chula Vista has entered into purchasing agreements with various agencies
for miscellaneous pieces of equipment. The City of Beverly Hills issued a bid specification, and
as a result of the size of the murticipalily, received favorable terms and pricing based upon
volume discounts. The City of Chula Visla has an opportunity to join in the City of Beverly
Hills bid and realize these cost benefits.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site
specific and consequently the 500 foot rule found in California Code of Regulations section
1 8704.2(a)(1 ) is not applicable to this decision.
CURRENT FISCAL YEAR IMPACT
The net total cost including taxes is $118,861. Sufficient funds have been budgeted in the Sewer
Fund for this purchase.
ONGOING FISCAl. IMPACT
Since this is a replacement vehicle, there is no increase in ongoing maintenance and operating
costs for the Sewer Fund.

TOTALING $118,861 FOR THE PURCHASE OF ONE SEWER
RODDING TRUCK TO PLUMBER'S DEPOT INC., IN
ACCORDANCE WITH THE TERMS AND CONDITIONS OF
CITY OF BEVERLY HILLS BID NUMBER 10-36 AND
PURCHASE ORDER NUMBER 10201713

WHEREAS, staff determined that the equipment manufactured by Sewer Equipment

Beverly Hills bid and realize these cost benefits.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Chula does
hereby award a purchase agreement totaling $118,861 for the purchase of one sewer rodding
truck to Plumber's Depot Inc., in accordance with the terms and conditions of City of 'verly
Hills Bid Number 10-36 and Purchase Order Number 10201713.
