Santa Fe Land Improvement Company, owner of the undeveloped property referred
to as the Midbayfront, would like to demolish existing greenhouses, packing
shed, assessory structures, and residual debris. Environmental review has
been completed and Negative Declaration IS-89-3 has been issued and is
'ttached as Exhibit A. The graphic, attached as Exhibit B, shows the location
Jf the area proposed for demolition.
RECOMMENDATION: That the City Council conduct a public hearing and consider
and approve the attached resolution and findings therein:
1. Finding that the proposed project will have no significant environmental
impacts and adopting Negative Declaration 15-89-3; and,
2. Finding that the proposed project is consistent with policies of the
certified LCP; and,
3. Issuing Coastal Development Permit No. 033 subject to the requirements in
Finding No.1.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The proposed project involves the demolition and removal of greenhouses,
packing shed, assessory structures and residual debris from the central
portion of the ~1idbayfront. The project may also involve the removal of
underground fuel storage tanks. If tank removal is required, the applicant
will be required to obtain permits from the City Fire Department and the
County Health Department and to comply with any special conditions.
Based on the following findings, the proposed project is consistent with the
policies of the certified Chula Vista Local Coastal Program (LCP):

1. Consistent with the grading and drainage requirements in Section 19.87.07
of the Specific Plan, siltation in wetland areas resulting from site
runoff will be minimized by requiring the applicant to conduct any
backfill ing that may be required between April 1 and November 1. In
addition, the disturbed area will be required to be planted within sixty
days of initial disturbance and prior to November 1. Finally, the
planting shall be done under the supervision of a licensed landscape
architect and will provide seeding, mulching, fertilization, and
irrigation adequate to provide 90% coverage within ninety days (planting
will be repeated if adequate coverage is not established).
In addition, if the removal of fuel storage tanks is required, the
applicant shall obtain permits from the City Fire Department and the
County Health Department and shall comply with any special conditions in
those permits.
2. The di 1 api dated structures are located on the portion of the Mi dbayfront
zoned for office park and highway commercial use. Removal of the proposed
structures is consistent with the planned use of the site.
3. The demolition of the area would improve the visual quality of the
Midbayfront and thus is consistent with the LCP form and appearance
guideline which states:

private uses which provide proper restoration, landscaping, and
maintenance of shoreline areasll.
4. The demolition of the greenhouses, etc. would also remove a blighting
influence on the area consistent with the form and appearance guideline
