A second reading for adoption of the Ordinance is required at this time in order for the Amendment to become effective. RECOMMENDATION: That Council conduct a second reading and adopt the Ordinance approving the Second Amendment to the Town Centre No. II Redevelopment Plan. BOARDS/COMMISSIONS RECOMMENDATION: The Planning Commission recommended adoption of the Town Centre No. II Redevelopment Plan Amendment. The Montgomery Planning Committee has expressed concern that one of the sites proposed to be added to the Redevelopment proj ect Area is in Montgomery. The Montgomery Annexation position Paper stated that no redevelopment would occur in Montgomery for four years following the annexation; only two years have passed. The Town Centre Project Area Committee recommended the deletion of the publicly owned sites from the Project Area. ' DISCUSSION: Following the second reading of the Ordinance, an affidavit certifying adoption of the Ordinance will be filed with the County Recorder. If no protests to the Plan Amendment are filed within the 30-day protest period, the Plan Amendment will become effective on August 18, 1988. FISCAL IMPACT: section C of the Agency Report to Council on the Plan Amendment outlines the potential fiscal impacts of the Plan Amendment. It is anticipated that the Agency would generate approximately $23.4 million in tax increment revenue from those properties proposed to be added by the Redevelopment Plan Amendment over a 40-year period. These proj ections do not account for the impact of the fiscal agreements with the County of San Diego and the Sweetwater Page 2, Item 20 Meeting Date 7/19/88 Union High School District.
