porti on of Telegraph Canyon Road and recei ve a cash or credit reimbursement
against Development Impact Fees pursuant to Ordinance No. 2251 adopted January
12, 1988.
RECOMMENDATION: That City Council approve the resolution.

DISCUSSION:
Ordi nance No. 2251 estab 1 i shed a Deve 1 opment Impact Fee to pay for
transportation facilities in the eastern territories of the City. The
ordinance provides that a developer may request authorization from the City
Council to construct one or more of the transportation facilities listed in
the ordinance.
The work for which authorization is requested is included among the projects
listed in Ordinance 2251 for financing by the Development Impact Fee. It is
generally described as follows:
Provide improvements to complete the widening of a portion of Telegraph
Canyon Road between 1-805 and Paseo Ladera to a six lane primary arterial
standard. Improvements being provided will include pavement, drainage
facilities, curb, sidewalks, traffic signals, retaining walls, landscaping
and freeway interchange improvements at 1-805 and Telegraph Canyon Road.
The interchange improvements consist of adding a second left-turn lane
from eastbound Telegraph Canyon Road to the northbound 1-805 on-ramp and
modifying a traffic signal at this location.
The payment of $70,000 for future traffic signal work at the intersection
of the southbound off-ramp and "L" Street is also included.

It is anticipated that most of the major projects listed in the ordinance
establishing the Development Impact Fee will be built by developers and/or
assessment districts and that developers will earn credits against future fees
at the building permit stage. There will be relatively few projects that will
be funded di rect1y by the Development Impact Fees. Shou1 d the credi ts from
future projects not be enough to offset the deve10per's front-end expense for
a particular project, the City will reimburse additional monies to the
developers at the time that the City feel s there are adequate funds to do so
and that reimbursement will not delay needed future projects.
Attached is a copy of the request for authorization to construct which
contains a description and cost estimate of the improvements along with other
information and statements as required to be submitted to the City Council.
FISCAL IMPACT: None to the City. Rancho Del Sur Partnership will advance
all necessary funds to construct the project and will receive a credit or cash
reimbursement in accordance with the provisions of Ordinance No. 2251. The
construction cost estimate for the portion of Telegraph Canyon Road contained
in the Development Impact Fee Report (December 1987) is $920,000. The Rancho
Del Sur cost estimate is $933,090. The actual amount of credit or cash
reimbursement will be determined by the Director of Public Works and be based
on actual final costs. The Development Impact Fee Report will be modified to
reflect the actual cost when the improvements have been completed.
