On May 24, 1988, the City Council approved the Community Development Block
Grant (CDBG) budget for fiscal year 1988-89. Included in that approved budget
were funds for the organizations listed above. Agreements for supporting
these programs must be approved before funds can be released. Copies of the
proposed agreements are attached.
RECOMMENDATION: That Council adopt the eight resolutions approving
agreements with the nine organizations.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The programs operated by the eight non-profit, community oriented
organizations are directed to principally benefit low and moderate income
persons.

The YMCA Family Stress Center operates a child abuse treatment program which
prov ides counseling servi ces to famil i es countywi de. The agreement with the
Metropolitan YMCA of San Diego County specifies that the City will pay on a
monthly basis for the services of one full-time equivalent counselor at the
YMCA Family Stress Center to handle referrals from Chula Vista's Police
Department and other agencies serving Chula Vista regarding child abuse
cases. The Center is required to submit a quarterly report documenting client
and financial information and the results of City subsidized activities.
Meals on Wheels, with vOluntary workers, prepares and delivers meals for
persons who are unable, either because of chronic or temporary illness,
disability, or age, to prepare such meals for themselves. The agreement with
South Bay Meals on Wheels specifies that the City will pay operating expenses
on a Quarterly basis and that the organization will submit Quarterly reports
containing client and financial information.

Vis ta area. The agreement spec ifi es that the City will pay for opera ti ng
expenses of telephone , offi ce supplies and sa 1 ari es and tha t Jobs for Youth
will submit Quarterly reports containing client information and an accounting
of granted funds expenditures.

linQuency, and provides education, employment counseling, and Community
education skills that enable clients to deal positively with their community.
The agreement with South Bay Community Services specifies that the City will

hosts a summit school and administers an afterschool latch-key daycare
program. Ci ty CDBG funds are to be used for rent, telephone , uti li ti es and
office supplies. South Bay Community Services is required by the agreement to
submit a quarterly report to the City containing client and financial
information.
The purpose of the Shared Housing Program, operated by South County on Aging
(SCCDA), is to match homeowners and home seekers who wish to share housing and
is aimed principally at low-income seniors and handicapped persons. The
agreement with SCCDA specifies that the City will pay for the operating
expenses of the program, i nc 1 udi ng supplies and servi ces , in arrears on a
monthly basis. SCCDA is required to submit Quarterly activity reports to the
City including client and financial information.
Adult Protective Services is the overseeing administrative bOdy for the South
Bay Adult Day Health Care Center. The Center provides daytime health, social
and recreational services for local seniors to allow them to remain living in
thei r homes instead of enteri ng conva 1 escent homes. City fundi ng wi 11 pay
transportation costs for Chula Vista residents to be brought to the Center by
Hanqrtrans. Adult Protective Services will also provide Quarterly reports.

funding will cover insurance, utilities, supplies and overhead costs and is
also available to cover costs of special center activities such as field trips
for youth or seniors. The Center will provide quarterly reports containing
financial and client information.

San Diego Resi dent Re 1 ati ons Foundation provides education and assi stance on
housing issues commonly disputed between landlords and tenants, such as
security deposits, maintenance and tenant disruption. The organization
operates an information and counseling hot1ine and provides on-site mediation
services for more involved landlord/tenant disputes. They propose to also
make presentations on these issues in Chula Vista through local schools,
housing complexes and the Police Department.
FISCAL IMPACT: The total cost of the programs, $90,700, will be funded from
the 1988-89 Community Development Block Grant funds. No genera1 funds will be
involved.

Meals-On-.Wheels delivers food to needy
senior citizens in Chula Vista. These meals
are prepared by Scripps Memorial Hospital,
435 H Street, Chula Vista, and Chula Vista
Community Hospital, 751 Medical Center
Court, Chula Vista.
The funds granted to Meals-.On-.Wheels will be
used to pay to these hospitals the cost of
the food.

YMCA Family Stress Center operates a chi 1 d abuse treatment program which
provi des counsel i n9 servi ces to fami 1 i es countywi de. The agreement wi th the
Metropolitan YMCA of San Diego County specifies that the City will pay on a
monthly basis for the services of one full-time equivalent counselor at the
YMCA Family Stress Center to handle referrals from Chula Vista's Police
Department and other agencies serving Chula Vista regarding child abuse
cases. The Center is required to submit a quarterly report documenting client
and financial information and the results of City subsidized activities.
Meals on Wheels, with voluntary workers, prepares and delivers meals for
persons who are unable, either because of chronic or temporary illness,
disability, or age, to prepare such meals for themselves. The agreement with
South Bay Meals on Wheels specifies that the City will pay operating expenses
on a quarterly basis and that the organization will submit quarterly reports
containing client and financial information.
Jobs for Youth is a local service, operated primarily by volunteers, which
refers local youths to temporary and permanent job placements in the Chula
Vista area. The agreement specifies that the City will pay for operating
expenses of telephone , offi ce suppl i es and sal ari es and that Jobs for Youth
wi 11 submi t quarterly reports contai ni ng cl i ent informati on and an accounti ng
of granted funds expenditures.

linquency, and provides education, employment counseling, and community

The agreement with South Bay Community Services specifies that the City will
pay for rent and utilities costs of the organization. The organization also
hosts a summit school and administers an afterschool latch-key daycare
program. City CDBG funds are to be used for rent, telephone, utilities and
office supplies. South Bay Community Services is required by the agreement to
submit a quarterly report to the City containing client and financial
information.
The purpose of the Shared Housing Program, operated by South County on Aging
(SCCOA), is to match homeowners and home seekers who wish to share housing and
is aimed principally at low-income seniors and handicapped persons. The
agreement with SCCOA specifies that the City will pay for the operating
expenses of the program, including supplies and services, in arrears on a
monthly basis. SCCOA is required to submit quarterly activity reports to the
City including client and financial information.
Adult Protective Services is the overseeing administrative body for the South
Bay Adult Day Health Care Center. The Center provides daytime health, social
and recreational services for local seniors to allow them to remain living in
their homes instead of entering convalescent homes. City funding will pay
transportation costs for Chula Vista residents to be brought to the Center by
HandYtrans. Adult Protective Services will also provide quarterly reports.

security deposits, maintenance and tenant disruption. The organization
operates an information and counseling hotline and provides on-site mediation
servi ces for more i nvol ved 1 andl ord/tenant di sputes. They propose to al so
make presentations on these issues in Chula Vista through local schools,
housing complexes and the Police Department.
FISCAL IMPACT: The total cost of the programs, $90,700, will be funded from
the 1988-89 Community Development Block Grant funds. No general funds will be
involved.

On May 24, 1988, the City Counci 1 approved the Communi ty Development Block
Grant (CDBG) budget for fiscal year 1988-89. Included in that approved budget
were funds for the organizations listed above. Agreements for supporting
these programs must be approved before funds can be rel eased. Copi es of the
proposed agreements are attached.
RECOMMENDATION: That Council adopt the eight resolutions approving
agreements with the nine organizations.
