sections 500 and 701 of the city Charter dictates which classifications may
be in the unclassified service. Section 701 (8) reads as follows: "The
ci ty may place assistant and deputy department heads, assistants to the
city Manager and new management level positions in the unclassified service
by an ordinance adopted by a 4/5ths vote." During the 1988/89 budget
process, it was anticipated that three newly created classes (Assistant
Director of Management Services, Assistant Library Director, and Assistant
Fire Chief) would be unclassified. Review of the Charter indicated that an
ordinance adopted by a 4/5ths vote would be required to establish two of
those positions as unclassified. Since the city utilized the position of
Assistant Fire Chief until 1979, it is already listed in the Municipal
Code.
JU:,COMMENDATION: Adopt the ordinance amending section 2.05.010 by adding
( istant Director of Management Services and Assistant Library Director.
DISCUSSION: Both of the classes in question were reclassifications of
existing mid-management classified positions. Assistant Director of
Management Services was reclassified from Principal Management Analyst and
Assistant Library Director from Principal Librarian.
When these positions were created in the FY 1988/89 budget, it was
anticipated that since they clearly met the aforementioned criteria, they
would be established as unclassified, mid-management positions.
