That report has been prepared and the above resolutions approve the report and set the date for a public hearing to consider the spread of assessments. Resolution Maintenance District public hearing Intention to establish EastLake No. 1 and setting a date for the RECOMMENDATION: That the Council adopt resolutions approving the report and declaring its intention to establish the subject landscape l"';.ntenance district, setting the date of July 26, 1988, for the public ring. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: EastLake Maintenance District No. 1 was established in 1986 to pay the costs of maintaining the landscaping and electrical energy for the decorative street lighting planned for various streets witl1in the EastLake area. The district was divided into two zones. Zone "A" (north of Otay Lakes Road) was assessed a total of $10,000 and Zone "B" (south of Otay Lakes Road) was not assessed, as the zone was not within a benefited area. The district was not assessed during Fiscal Year 87-88 because the infor- mation required to spread the assessments was not provided to the City in time to allow the data to be sent to the County Tax Collector. Thus, EastLake has maintained the median islands this past fiscal year. It is proposed that the assessments will pay for the costs of water and general maintenance of the landscaping in the median islands within East "H" Street, the stub streets entering EastLake Hills and EastLake Shores, Telegraph Canyon Road and EastLake Parkway. The original report stated that the assessments were to cover the costs for energy for s~ecial street lighting, plus maintaining the landscaping adjacent to I ./)... /... /' " ..JrY ":',11 Page 2 Item 15 Meeting date 7/12/88 the rights of way, in addition to maintaining the medians in various streets. However, the special lighting was not installed as planned and the EastLake Homeowners Association is maintaining the landscaping for areas behind the curbs. Only the median islands are being maintained by the District. Since EastLake has the same level of lighting as other new areas of the City, there are no street light energy charges. The City's consulting engineers, Willdan Associates, is preparing the Engineer's Report for the next fiscal year. It is anticipated that the assessments will be between $6 and $8 per dwelling unit for the year. This is an increase from the $1.16 per unit assessed in 1986. The reason for the marked increase is that at the time of the first assessment, there was no maintenance to be carried out and the assessments generated $10,000. That money was never used and still remains in the district fund. The increase will also cover the needed 5()~o reserve fund required to be on hand at the time we take over the district. ~<;CAL IMPACT: There will be no impact on the City's funds, as the trict as proposed will pay the administrative costs and Willdan's costs.
