The Metropolitan Water District of Southern California has requested that
the City adopt a resolution implementing a program to encourage voluntary
water conservation to reduce water consumption by 10%. This action (IIDrought
8811) was requested because the Department of Water Resources has declared
1988 to be a critically dry year, and the Metropolitan Water District is
seeking support from cities, counties, water retailers and other appropriate
jurisdictions to conserve all available water supplies.
RECOMMENDATION: Adopt resolution.
BOARDS/COMMISSIONS RECOMMENDATION: N.A.
DISCUSSION:
Adoption of the resolution will require the City to audit our landscaping
irrigation systems to avoid overspray and runoff; curtail irrigation during
hot hours of the day and during morning and evening peak hours; minimize
water for flushing sewers or hydrants; shut off decorative fountains unless
a water recycling system is used; and check plumbing fixtures for leaks
and repair them immediately. Citizens would also be encouraged to adopt
these water savings measures, as well as to minimize water usage while
washing cars, hosing driveways, etc. The resolution would also encourage
restaurants not to serve drinking water to customers unless expressly requested.
Staff has contacted Sweetwater Authority and the Otay Municipal Water District
to seek their input on adopting this resolution, and both water providers
are in agreement with Metropolitan Water District's IIDrought 88 Action
Plan.1I
FISCAL IMPACT:
If water consumption can be reduced by 10%, the City could expect to save
approximately $31,000.00 annually. Cost to lIauditll our various irrigation
systems would be minimal.
