[ 2 ] CHULA VISTA CITY COUNCIL MEETING OF: September 10, 1974 Public hearing - Consideration of Noise Element of the General Plan ITEM TITLE: Resolution - Adopting Noise Element of the Chula Vista General Plan INITIATED BY: Director of Planning A. BACKGROUND 1. On August 14, 1974 the Planning Commission approved the Noise Element of the General Plan by Resolution PCM-74-l8. A copy of the Element was previously submitted to the Council for information on July 23, 1974. 2. Section 65302 (g) of the California Government Code requires each city and county to incorporate a Noise Element into its General Plan by September 20, 1974. Noises associated with present and projected major transportation routes and terminal facilities are the primary focus of the legislation. 3. The purpose of the Noise Element is to identify and assess existing conditions and to suggest policies which will effectively reduce the impact of noise upon the community. B. METHODOLOGY The Planning Department conducted a work program to insure that the Element fulfilled the State guidelines for determining noise levels, mapping noise contours and assessing the noise impact upon the community. The results of the work program have been detailed in a staff study and summarized for inclusion in the General Plan. C. FINDINGS OF THE STUDY At present there is not a substantial noise level problem in the City of Chula Vista. Less than 5% of the major streets in the city have noise levels which clearly exceed the State's basic standard of 65 dBA. Chula Vista does not conform to the State guideline for noise levels (45 dBA) in such areas as hospitals, rest homes and outdoor recreational sites.
