CHULA VISTA CITY COUNCIL MEETING OF: September 10, 1974
Public hearing - Consideration of Noise Element of the General Plan
ITEM TITLE:
Resolution - Adopting Noise Element of the Chula Vista General Plan
INITIATED BY: Director of Planning
A. BACKGROUND
1. On August 14, 1974 the Planning Commission approved the Noise Element of the
General Plan by Resolution PCM-74-l8. A copy of the Element was previously
submitted to the Council for information on July 23, 1974.
2. Section 65302 (g) of the California Government Code requires each city and
county to incorporate a Noise Element into its General Plan by September 20, 1974.
Noises associated with present and projected major transportation routes and
terminal facilities are the primary focus of the legislation.
3. The purpose of the Noise Element is to identify and assess existing conditions
and to suggest policies which will effectively reduce the impact of noise upon the
community.
B. METHODOLOGY

combination of heavy traffic and the fairly steep grade of Fourth Avenue.
Chula Vista does not conform to the State guideline for noise levels (45 dBA)
in such areas as hospitals, rest homes and outdoor recreational sites. The
Noise Element proposes guidelines to avoid repetition of this situation and
to bring areas of conflict to more acceptable levels.
