[ 5 ] CHULA VISTA CITY COUNCIL MEETING OF: September 3, 1974 ITEM TITLE: Resolution - Approving Amendment to Agreement with Architect for Animal Shelter INITIATED BY: Director of Public Works/City Engineer ~ BACKGROUND William A. Smith, architect for the animal shelter, has requested an increase in his fee to a fixed amount of $9500. A copy of his letter is attached. The present fee is $6500 plus reimbursable expenses. The Council authorized $7150. The reason for the request is that the architect based his fee for the project on preliminary information provided by the City, in- cluding the balance of the budgeted funds. However, in developing the plans, the criteria was set out by the Police Department providing for future expansion. The estimated cost of the building provided with the schematics was $175,640, or two and one-half times the amount of money budgeted for the project. The project was subsequently scaled down and new schematics prepared with an estimate of $135,604, but this is still about twice the original figure. The original figure of $6500 is approximately 4.8% of the $135,604 estimate. The $9500 requested is 7% of this amount. This is a reasonable fee when compared to the usual architectural fee of 8% to 12%. It is my recommendation that this request be approved and the agreement revised accordingly. There are sufficient funds ($72,000) in this C.I.P. project to cover this increase. Additional funds may need to be included in the appropriation at the time of award of contract to cover the total estimated construction cost of $135,604 and the increased architectural fee. Clark on Friday and we have already proceeded into Phase 2 without delay, but there are several factors that require me to request an adjustment to our Contract at this time. First, there has been a six month delay in approval of the Schematics and Cost Estimate which has resulted in many additional hours of time in the preparation and revision of drawings for approval. This in effect added the responsibility of programming to Phase 1 of the Project. Second, it has been a year since we originally quoted our proposed fee to the City for this Project. In the interim, as you certainly know, we have had a spiraling inflation which none of us could have forseen at this time last year and as a result our overhead and fees quoted to us by our consulting engineers have substantially increased. And third, the scope of this project has increased rather dramtically from the original figure of $80,000. for construction we were originally given at the time we established our fee proposal. It certainly was a relief to this office to finally see the schematics for the Animal Shelter accepted by your City Council last Tuesday evening. 11m sure you and your staff must share similar feelings. Therefore, I am requesting that the City of Chula Vista Increase the total sum for Professional Services to an amount of $9,500. to cover the additional expenses as itemized above. Please note that the total fees amount to approximately 7% of the estimated construction costs, which traditionally is a rather low figure for a project of this scope and size.
