[ 7 ] CHULA VISTA CITY COUNCIL MEETING OF: August 20, 1974 ITEM TITLE: Resolution - Approving Agreement between the City of Chula Vista and Southwestern College for Off-Campus Work Study Program INITIATED BY: Director of Parks and Recreation BACKGROUND During fiscal 1973-74, the Chula Vista Parks and Recreation Depart- ment, in conjunction with Southwestern College, participated in an off-campus work study program, approved by Council. For the most part, this program is financed through a federal grant which provides funds for college students from low income families and is admini- stered through Southwestern College. In order to qualify for funds, students must engage in meaningful off-campus employment under the supervision of the College. The Parks and Recreation Department has been requested by South- western College to employ students through this program again this year. Basically, this program provides for off-campus employment of six part-time recreation oriented or otherwise qualified students to perform various duties related to recreation programming and administration. If approved, this agreement would be in effect for a total of 40 weeks, beginning September 10, 1974 and ending June 10, 1975. The City would pay 25 per cent ($.60) of the total hourly rate of $2.40 to each student: the remainder ($1.80) would be paid through the federal grant to the College. Department Head Recommendation: Approval of agreement City Manager Recommendation: Concur ~71d0 AGENDA ITEM NO. 7 Supplemental Page No. The total anticipated cost to the City would be as follows: 40 weeks @ 15 hours per week = 600 hours 600 hours X $.60 (City's share of hourly rate) = $360.00 $360.00 X 6 students = $2,160.00 (Total salaries to be paid by City) Implementation of this program would not necessitate a special appropriation, as sufficient funds are available through salary savings in the Personal Services Account in the operating budget of the Recreation Division. It is noted that the City has a working relationship with South- western College through utilization of student interns by various departments. This program would be an extension of this coopera- tion between the City and the College. Due to its success during fiscal 1973-74, this department believes that a continuation of this program would be beneficial to the City, the College and the student workers. In addition, it pro- vides an ideal recruitment base for future staffing needs. Recruitment and hiring under this program is in line with the affirmative action policy in which the City is presently engaged, and would assist the City in achieving federal affirmative action program guidelines. Based on past and future benefits from this program, and the mini- mal cost in relation to service received, it is requested that the attached agreement with Southwestern College be approved as sub- mitted. t~
