CHULA VISTA CITY COUNCIL MEETING OF: August 13, 1974
ITEM TITLE: Resolution - Approval of tentative map PCS-74-4 for El Rancho del
Rey Unit 3 West, 38 unit condominium - Otay Land Company

BACKGROUND
The previous agenda item considered the site plan accompanying this request. The
project features, setting, the Initial Study and site plan analysis were discussed
in detail and will not be repeated here. A copy of the tentative map is enclosed
in the Council mailing.
ANALYSIS
1. Relationship to O~ace District No.1
The slope bank above Buena Vista Way is presently in Open Space District No.1.
The developer desires to leave that property in the District, but retain ownership
to the Homeowners Association, granting the City an open space easement over the
property. Retention of the land in the slope bank within the District will ensure
coordinated maintenance quality and responsibility.
2. Grading
The grading for the project is minimal--ll,OOO cu. yds.--since the southerly
portion of the site is already graded and the northerly portion is relatively
level. The maximum depth of cuts and fill are 6' and 17', respectively.
3. Sewer
The developer proposes the onsite sewer be a private system to be maintained
by the homeowners association.

Financial Statement:
Commission-Board Recommendation: The Planning Commission voted 4-0 on July 24, 1974
recommending that the City Council approve the temtative map PCS-74-4 for El Rancho
del Rey Unit 3 West, subject to the conditions set forth in' Planning Commission
letter dated July 25, 1974.
~artment Head Recommendation: Concur, except that conditions Nos. 1 and 6 may be
deleted, as the revised tentative map has corrected these items.

4. Park Land Requirements.
Subsequent to the approval of El Rancho del Rey Units 1 and 2, the City
Council credited the Gersten Company with 1.7 acres of park land, since 9.2 acres
of park were dedicated and improved where only 7.5 acres were required. There~
fore, in this development, no requirements will be made for park land dedication
or in-lieu fees. It is noted that the developer, of his own volition, is
constructing two tennis courts in the city park in accordance with City standards.
These will be dedicated to the City.
5. School Agreements.
Pursuant to Council Policy No. 6762, the developer is required to reach agreement
with the two school districts that facilities will be available for this project.
Letters from the districts to this effect have not yet been received and will be
needed prior to consideration of the final map.

Subject: Request for approval of tentative subdivision map of
E1 Rancho del Rey Unit 3, 38 Unit Condominium - PCS-74~4
Following a Negative Declaration of Environmental Impact by: the Environ-
mental Review Committee, which became final on July 18, 1974 for E1 Rancho
del Rey Unit 3, the City Planning Commission reviewed the tentatibe sub-
division map for this tract on July 24, 1974. The tentative map consists
of one lot for a 38 unit condominium and one lot for a future park area.
The Planning Commission recommends approval of the tentative map for E1
Rancho del Rey Unit 3 subject to the following conditions:
1. The tentative map shall be revised to show the correct number of lots,
and the area utilized with the present slope bank shall encompass an open
space easement to be granted to the City of Chula Vista.
2. The tentative map shall be revised to conform to changes in the PUD
site p 1 an.
3. Landscaping and irrigation plans shall conform to the conditions of
approval for the PUD site plan, PUD-74-2.
4. All streets remain as private streets. The private streets shall be
constructed in accordance with City of Chula Vista standards.
5. All private streets shall have P.C.C. curb in the area of parking bqys and
curb returns. Location and extent subject to approval by the City Engineer.
6. Provide a minimum separation of 25 feet between Buena Vista Court and the
first parking bay as shown on the tentative map.
7. Eliminate parking stalls on the southwest (hammer head) dead end of the
private street on the map.

8. The sewer facilities within the boundaries of the subdivision shall be a
private system. Therefore, no sewer easement is required.
9. The subdivider shall pay the sewer connection charge to the Telegraph
Canyon Trunk Sewer nt Plan.
