ITEM TITLE: Resolution - Approval of site plan for E1 Rancho del Rey Unit 3 West,
PUD-74-2 - Otay Land Company

A. BACKGROUND
1. The El Rancho del Rey Planned Unit Development Area A was approved by
the Planning Commission in July, 1971. Area A incorporates 300 acres, of which
this site plan is a small part. The overall PUD was approved with 20 conditions
or development guidelines, all of which apply to this request. Conformance of
this site plan with those conditions will be discussed later in the report.
2. A tentative subdivision map accompanies this request.
3. An Initial Study (IS-74-25) of possible adverse environmental impacts of
this project was conducted by the Environmental Review Committee. On July 3, 1974
the E.R.C. concluded that there would be no significant impacts and made a
negative declaration. No appeal was made during the appeal period and it became
final on July 18, 1974.
B. ANALYSIS
1. Project Setting
The proposed development comprises 8.75 acres of land lying directly south
of E1 Rancho del Rey Unit 1, west of Bonita Vista Way, and taking access off
the western end of Buena Vista Court.

Financial Statement:
Commission-Board Recommendation: The Planning Commission voted 4-0 on July 24,
1974, recommending tnar-the PUD Site Plan for El Rancho Del Rey Unit 3 West
PUD-74-2 be approved, subject to the conditions set forth in the attached
Planning Commission letter dated 7/25/74.

2. Site Characteristics
The site is generally level at the north end, sloping moderately to the
south into the manufactured slopes which were created with the construction
of Buena Vista Way. The site is barren of plant growth. Views from the
site are to the south and southwest across Telegraph Canyon Road onto the
Otay Ranch property.

3. Proposed Site Plan
a. The project proposes 38 condominium units on 6.6 acres of property.
An additional 1.2 acres is set aside for a future park. The density of the
project is 5.7 units per acre. This compares toa previous plan showing 52
units, and to the yield permitted under the approved PUD of 39 units (the
approved PUD map will be on display at the meeting).
. b. The units are clustered in buildings containing 3 to 7 condominiums.
Under the "condominium overship" concept, the residents will own the air
space inside their units and the Home Owners Association owns the shell of the
buildings and the land underneath, as well as the common areas.
c. The private street connecting to Buena' Vista Court will provide
access to all units in a T-shaped pattern ending in a cul-de-sac at the
north end and a T-shaped turn around at the south end.
d. The units on the exterior boundaries (south and west), totaling 29,
are situated so as to maximize the available views. . The interior units will
not enjoy these views but will be closer to the recreation area and the
city park to the north.
e. The developer proposes to build two full-size tennis courts within
the existing public park. The location of the courts enables the developer
to provide additional recreation facilities to the residents (although the
courts will be pUblic) without using up his own land. This-arrangement is
acceptable to the staff.
f. Conformance with PUD Policy.
The project features generally conform to the development guidelines set
forth in the PUD Policy (Council Resolution 7077). A number of things remain
to be accomplished (landscaping; preparation of CC&R's, etc.).but these will be
done in conjunction with the preparation of grading and improvement plans and
the final map.. .
g. Conformance to Development Area A Guidelines of PUD-7l-2
(1) As noted, the proposed density under the site plan conforms to
that approved under PUD-71-2.
(2) The site plan also conforms to some of the 20 guidelines approved
by the Pl~nning Commission fon Development Area A. Those guidelines
which remain to be observed are: 1 through 6, 8, 10, 12 through 16, and
18 as set forth in Planning Commission Resolution PUD-71-2, dated July
6, 1971. These conditions will also be fulfilled in the preparation
of the more detailed plans and documents. (A copy of Resolution
PUO-71-2 is enclosed for the Council's information). .
h. Consistency of PUD site plan and tentati~e map. The plan and tentative
map do not show the same information and are somewhat misaligned. These
differences will need to be corrected. '
i. Architecture.
The elevations submitted by the applicant show an attention to detail with
regard to aesthetic treatment of all sides of the buildings. Landscaping will
be used in a few areas to soften the barren appearance of the stucco walls.
The elevations also show the use of composition shingles which, in staff's
opinion, will substantially detract from the architectural theme beoause of the
prominence of the roofs. The use of shake or cedar shingles was strongly
recommended to the Planning Commission. However the Planning Commission
recommends the use of comrnposition shingles in order to retain a lower cost unit.

c... FINDINGS
f. El Rancho del Rey Unit 3 West will constitute a residential environment
of sustained desirability and stability.
2. Tbe project conforms in density and features to the earlier approved
PUD-72-1.
3. The project is found to conform to the character of the surrounding
neighborhoods and provide substantial open space both within its boundaries
and in the adjacent park.
4. The project provides a different and probably lower cost housing type
in this area.

Subject: Request for approval of site plan for El Rancho del Rey Unit 3
Following a Negative Declaration of Environmental Impact by the Environ~
mental Review Committee, which became final on July 18, 1974 for El Rancho
del Rey Unit 3, the City Planning Commission reviewed the site plan for this
subdivision on July 24, 1974. The proposed development comprises approxi-
mately 6.8 acres of land lying directly south of El Rancho del Rey Unit 1,
west of Bonita Vista Way, and taking access off the western end of Buena
Vista Court. The project proposes 38 condominium units in clustered build~
ings containing 3 to 7 condominiums on 6.6 acres of property. An additional
.2 acres is set aside for a future park.
The Planning Commission recommends approval of the site plan for El Rancho
del Rey Unit 3 subject to the following conditions:
1. The PUD site plan shall be modified to conform in boundaries and features
to the tentative map. The site plan shall also be corrected to show minor
modifications with regard to parking and driveways.
2. Submission and approval of the subdivision map, grading and improvement
plans, subject to the conditions attached thereto shall be required.
3. The landscaping and irrigation plan shall conform to the guidelines set
forth in PUD-'a~~, the PUD Policy and the City landscaping policy, as well
as the following guidelines:
a. Usable common open space shall be landscaped predominantly in grass
or other ground cover capable of accommodating pedestrian traffic.
b. Slope banks may be hydroseeded provided there is an emphasis on trees
and shrubs in the seed mixture.
c. Specimen trees and shrubs shall be emphasized in the following
locations:
(1) Entrance to the project.

(2) Recreation area.
(3) Landscaped strips between driveways throughout the project.
(4) On the sides' of buildings which do not carry the architectural
theme.
The composition of soeciment plant sizes shall conform to PUD Policy
Resolution No. 7077.
d. The landscaped areas shall include the slope south of the units down
to Buena Vista Way. The landscape theme shall conform to that existing.
The irrigation system shall be designed so that the slope is watered by
a system on a separate meter than that serving the PUD itself.
e. All irrigation systems shall be fully automatic. Hose bibs shall be
placed strategically throughout the project to reach planted areas not
covered by the automatic system.
f. The developer shall be responsible for a period of one year for the
maintenance of the landscaping after the date of initial acceptance by
the City. At the end of one year the City shall reinspect the project
to determine if the level of growth and maintenance has been satisfac~
tory. If the reinspection is satisfactory, the responsibility for
maintenance shall be turned over to the home owners association. If
the reinspection is not satisfactory, the Planning Commission may by
resolution extend the maintenance responsibility of the development
for an additional length of time.
4. The developer shall be responsible for submission of fencing and wall
detai 1 sand 1 i ghti ng detail sin conformance with PUD..11",,2.
5. Because of their proximity to existing single family homes, the tennis
courts shall not be night lighted. Specifications for construction of tennis
courts on City~owned property shall be similar to those most recently con~
structed at General Roca Park. All construction details shall be subject to
the approval of the Director of Parks and Recreation.
6. On the site plan and building plans provisions shall be made to provide
a storage shed or room and a restroom for the maintenance crews working on
the site.
7. A final copy of the CC&R's shall be submitted for staff approval prior
to approval of the final map. CC&R's shall include the following:
a. Regulations for patio covers, and room additions.
b. Prohibition of garage conversions.
c. Prohibition of resident parking in guest spaces.

d. Prohibition of overhight parking in driveways.
e. Prohibition of recreational vehicle parking in the parking bays or
driveways.
f. Prohibition of outdoor antennas.
g. Provisions making the City of Chula Vista a party to the maintenance
on common open areas.
8. Concurrent with application for certificate of occupancy for the first
production model the developer shall submit to the Planning Department a
complete set of reproducible maps as follows Clas built" changes to be
approved by staff):
a. Landscape and irrigation plans and specifications (also one print with
lias built" changes).
b. Electrical plan for lighting (also one print of lias builtll changes).
c. Grading plan.
