ITEM TITLE: Resolution - Accepting Grant Deed, Dedicating and Naming
Corte Maria Avenue and Authorizing the
Expenditure of Gas Tax Funds

BACKGROUND
Mr. John E. Helm, et all has executed a grant deed to the City of
Chula Vista for 30 feet of right of way on the east side of Corte
Maria Avenue from Flower Street south approximately 355 lineal feet.
This dedication will give the City 60 feet full width right of way
for Corte Maria between Flower Street and "E" Street. The purpose
for acquiring the additional right of way is to eliminate a hazardous
one lane v,ehicle travel way. We are proposing to widen the existing
pavement to 28 feet in order to safely accommodate two-way traffic.
The work consists of the removal of approximately 900 cubic yards of
native soil, the placement of 200 tons of aggregate base material and
approximately 75 tons of asphaltic concrete. Cost of performing the
work is estimated as follows:
1. 75 tons asphaltic concrete pavement @ $12.00/T. =
2. 200 tons, Class II aggregate base @ $2.00/T. =

1. Reconunends the acceptance of the grant deed dedicating and naming
Corte Maria Avenue.
2. Recommends authorizing the appropriation and expenditure of $1,430.00
from Gas Tax 2107 Unappropriated Balance.
3. Authorize that work be performed by City crews according to Section
1109 of the City Charter.

Background:
The Department of Public Works has provided needed fill material at
various park sites. Since the granting of the right of way by Mr.
Helm, we have removed native soil from the right of way and have
hauled it to the Larkhaven and Otay Park sites. The Department of
Public Works proposes to complete the excavation and perform the
base preparation with their own personnel and equipment and to contract
for the placement of the asphaltic concrete pavement.
It is requested that Council accept the grant deed; dedicate and name
the deeded section Corte Maria Avenue; appropriate and authorize the
expenditure of $1,430 from the 2107 Unappropriated Gas Tax Balance.

3. Based upon estimates approved by, and recommendation of the City
Manager, the City Council declare in accordance with Section 1109
of the City Charter that the work of excavating approximately 900
cubic yards of native soil, and the placement of approximately 200
tons of aggregate base material in the 100 block of Corte Maria
Avenue be exempt from this section on the grounds that the work
in question may be performed better or more economically by the
City with its own employees, and order the performance of subject
construction, improvement or repair by appropriate City forces.

ation to be incurred by the contract or agreement author-
ized by the attached resolution can be incurred without
the violation of any of the provisions of the Charter of
the City of Chula Vista, or the Constitution or the laws
of the State of California, that sufficient monies have
been appropriated for the purpose of said contract, that
sufficient monies to meet the obligations of the contract
are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from
which the same are to be drawn, and that said monies now
actually in the Treasury, together with the monies antic-
ipated to come into the Treasury, to the credit of said
appropriation are otherwise unencumbered.
