[7a,b] CHULA VISTA CITY COUNCIL MEETING OF: March 26, 1974 ITEM TITLE: Report/Resolution - Vapor Recovery Systems on City Fueling Facilities INITIATED BY: Director of Public Works/City Engineer t- BACKGROUND The City must install a vapor recovery system on 2 of its fueling facilities and a drop tube on an existing underground tank by July 1, 1974 in order to comply with Rules 61 and 63 of the San Diego Air Pollution Control District. The City made application on December 10, 1973 to the District for authority to construct the Calgon Emission Control Service at 3 of its facilities: Police Facility, 276 Fourth Avenue Public Works Facility, 707 "F" Street Golf Course Facility, 4565 Bonita Road The permits to construct were issued by the District on December 18, 1973. Since the permits were issued, Rules 61 and 63 were amended in such a manner that the golf course facility can be brought into compliance by the installation of a drop tube on the existing underground tank. On March 1, 1974 we received a letter from the Calgon Corporation notifying us that they had made the decision to discontinue further development and marketing of the Calgon Emission Control Service in San Diego, and that they had notified the County Board of Supervisors of their action on February 12, 1974. The action by Calgon thus forces the City to look to another method of complying with Rules 61 and 63. DEPARTMENT HEAD RECOMMENDATION: 1. Accept report. 2. City Council authorize Director of Public Works to proceed with the installation of the vapor recovery systems and modification of the fueling facilities. 3. City Council appropriate and authorize the expenditure of $15,000 from the fund balance of the Central Garage Funds for the purchase and installation of vapor recovery systems. 4. Based upon estimates approved by and the recommendation of the City Manager, the City Council declare in accordance with Section 1109 of the City Charter that the work of installing the vapor recovery systems and relocation of the fueling facility at the golf course be exempt from this section on the grounds that the work in question may be performed better or more economically by the City with its own employees and order the performance of any such construction, re- construction, improvement or repair by appropriate City forces. 5. City Council declare that the work (purchase and installation of the vapor recovery systems and the purchase of equipment and installation associated with the relocation of the golf course fueling facility) be let without advertising for bids because of urgent necessity for the preservation of life, health and property in accordance with Section 1109 of the City Charter. --:J ---Ii) f' {-;c1)5 Agenda Item No. 7~)h Supplemental 'Page 2 RECOMMENDATION: The Engineering Division recommends that: 1) The VAPOX Vapor Collection and Disposal Sytem, manufactured by Environics Inc. be installed at 2 of the City fueling facilities. The order should be placed by April 1, 1974. 2) That a drop tube be installed on the existing underground tank at the golf course fueling facility as a temporary measure until that facility is relocated. 3) The project be funded from Fund 71 (Central Garage Fund). Reserve funds will be available for this project. DISCUSSION: Work to be Done: Environics Inc. manufactures a vapor collection and disposal system under the trademark VAPOX. VAPOX collects gasoline vapors from the underground storage tank and dispensers, stores them in a bed of activated carbon for later disposal by a catalytic reactor. The County of San Diego has ordered over 30 of these units for their fueling facilities. Environics Inc. only sells and installs their equipment along with the guarantee that it will meet SDAPCD inspection and approval. Installation of appurtenances such as piping, conduit, signal wiring, foundations, nozzles, dry brake, pressure release valves, and power source must be done by others. Delivery time for equipment from placement of order with Environics Inc. is estimated to be 45-60 days. The cost of purchasing the equipment from Environics Inc. for the 2 fueling facilities is: Police Facility, VAPOX Model 400 $3,130 Public Works Facility, VAPOX Model 1500 4,490 Total. . . . . . . . . . $ 7 ,620 The exact cost for installing the equipment and necessary appurtenances has not been determined; however, it is estimated to cost approximately $4500. The Engineering Division would prepare any necessary plans. The fueling facility at the golf course is further complicated by the fact that: 1) There are indications that water is infiltrating into the underground storage tank and that it should be replaced. 2) The County of San Diego is going to widen Bonita Road, which will necessitate the relocation of the fueling facility 7i:05 Agenda Item No. 7a,b Supplemental Page 3 The estimated cost of relocating the facility plus the installation of a new tank ranges between $900 and $1300, depending upon how much of the work can be done by City forces. The Director of Parks and Recreation has mentioned relocating the golf course fueling facility to Rohr Park. The existing golf course facility can be brought into compliance by installing a drop tube in the existing underground tank as a temporary measure. Permanent compliance can be achieved at the time the facility is relocated and the existing underground tank is replaced with a tank having a capacity of 550 gallons or less. Total estimated project cost which includes the installation of 2 vapor recovery systems and relocation of the existing facility at the golf course is $13,420 ($7,620 + $1300 + $4500) . Financing: The Finance Department has indicated that approximately $20,000 is now available in the fund balance of the Central Garage Fund. The balance should remain high enough to pay for the purchase of the recommended systems at any time during this fiscal year. Since the vapor control system is an installation on a service facility for the Equipment Maintenance Division, then it is very appropriate that all departments share in the purchase of that system. This method provides for that sharing as all departments contribute to the Central Garage Fund through the rental rate system. The other alternative for financing is the use of revenue sharing funds. This project is also suited for funding through revenue sharing since it is a capital outlay item and not an operational item. Timing: In order for the City to meet the July 1, 1974 deadline, an order will have to be placed with Environics Inc. by April 1, 1974. 7/:255
