[ 10] CHULA VISTA CITY COUNCIL MEETING OF: March 26, 1974 ITEM TITLE: Resolution - Approving Agreement between the County of San Diego and City of Chula vista for the Improvement of Albany Avenue from Tremont Avenue to Main Street - Gas Tax Project #195 Director of Public Works/City Engineer~ INITIATED BY: BACKGROUND The Engineering Division is preparing plans for the improvement of Albany Avenue between Tremont Avenue and Main Street in the City of Chula vista. This project has been designated as Gas Tax Project #195 and $22,000 in Gas Tax funds have been set aside to cover the City's cost of participating in the installation of the improvements. The plans are being prepared in anticipation of the future construction of the Otay Elementary School and as a result of the recent development of the Otay Park site. The Chula vista Elementary School District is presently advertising for bids and they will be installing their improvements con- sisting of 26.5' of pavement, curb, gutter and sidewalk. The City is responsible for constructing the same improvements adjacent to the Otay Park site. San Diego Gas & Electric Co. has also expressed their willingness to construct their improvements. Even though the street lies entirely within the City's jurisdiction, properties lying within the County have frontage upon Albany Avenue along its westerly right of way line. In a letter to the County Engineer dated September 5, 1973, the Director of Public Works requested that the County of San Diego participate in the improvement of Albany Avenue. Although it is the County's policy not to participate in the improvement of a local interest street, the County of San Diego has agreed to the City's request. Attached is an agreement between the County of San Diego and the City of Chula Vista for the County's participation in the improvement of Albany Avenue. The County has agreed to pay a lump sum of $4,500 toward the cost of the project. The sum is payable within 30 days after receipt of billing from the City. The project will consist of widening Albany Avenue to a paved width of 40 feet. The agreement shall terminate three years from the date of its execution or upon completion of the project. The estimated cost for improving the westerly half of Albany Avenue from Tremont Avenue to Main Street is approximately $16,500. The County is willing to pay $4,500 of this cost, leaving the remaining $12,000 for the City to pick up. The total cost of the improvement to the City which includes those adjacent to the Otay Park site is $22,000. The school district and San Diego Gas & Electric Company will install their improvements at their cost sometime in the future.
