ITEM TITLE: Resolution ~ Accepting Bids and Awarding Contract for One Stump Cutter.

At the meeting of December 18, 1973, Council approved by Resolution No. 7125 the special
appropriation of $9,000.00 for the replacement of the existing stump cutter.
Bids were received and opened at 10;00 AM on January 30, 1974 in the office of the
Purchasing Agent. Proposal forms were mailed to two vendors with the following results:

The low bid Wayne Cutter doesn't meet specifications in the following four categories;
1 ~ Cutter Wheel -The 36 inch diameter, 1 inch thick cutter wheel was
specifie~c because it has more weight that acts as a flywheel places
less strain on the engine and provides greater peripheral speed that
permit greater cutting action. Also it provides a larger vertical
bite and consequently remove stumps faster.
2 - _Tel~esco~in ton ue -The telescoping tongue allows the operator to
mov-~e the whole machine into the stump permitting the cutter wheel to
remain close to the main frame as opposed to the extended boom which
tends to increase vibration due to leverage,

ITEM TITLE; Resolution ~ Accepting Bids and Awarding Contract for One Stump Cutter.
BACKGROUND
3 -Tires - 10.00 x 16.5 six ply flotation tires were specified due to the
urge amount of work done by the crews on lawns. The large flotation
tires cause no lawn damage.
4 - Brakes -Surge type hydraulic brakes were specified so that any vehicle
co~'u~c tow. It does not require special wiring of vehicle to hook up.
The two Cutters were demonstrated to Public Works personnel with the Vermeer Cutter
demonstrating the additional advantages;
1. Cutting action of the wheel. The Vermeer has a straight across
action of the cutting wheel and Wayne has a swing arch motion,
The straight across cutting action is extremely desirable when
removing stumps along sidewalks, parkways, streets and driveways.
2. Operator Visibility and Protection. The Vermeer has a swing
out console that puts the operator close to the action. This
permits him to better see the work and stay out of the dust
and chips. It also has a plexiglass face shield and curtains
that extend to the ground that protects the operator from chips
and debris. The Wayne has a fixed wire mesh shield and partial
curtains. The operator has to move out from behind the mesh
shield to see most of his work. This item is a very important
safety item.
3. Teeth pockets. The Vermeer has double reversible where ,the Wayne
has one way only. The double reversible pocket on the Vermeer
offers twice the Pocket Life than the Wayne does at no extra cost.
The teeth. pockets cost $11.09 each and there are 48 teeth. The
Maintenance Shop has on hand a complete set of Pockets and teeth
for the old Vermeer Stump Cutter. This amount to $523.32 for the
pockets and $99.84 for the teeth. This is another $623.16 saved
on the difference in bid price.
Users of both the Vermeer and Wayne Cutters were contacted regarding their experience
with the equipment and maintenance costs. It is consensus that the Vermeer cost less
to maintain.
After considering all these factors, it is recommended that the City purchase the
Vermeer 2460A Stump Cutter.
Funds required for the purchase of the Vermeer Cutter including sales tax are $8,343.30.
If paid within 30 days, a 2% discount ot" $158.92 will be allowed fora total of
$8,184,38. Funds required for the purchase of the Wayne Cutter including sales tax
are $7,087.50.

the violation of any of the provisions of the Charter of
the City of Chula Vista, or the Constitution or the laws

been appropriated for the purpose of_ said contract, that
sufficient monies to meet the obligations of the contract
are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from
which the same are to be drawn, and that said monies now
