[4a,b ] CHULA VISTA CITY COUNCIL MEETING OF: March 12, 1974 Public hearing ~ Consideration of alternative alignments for Tidelands Avenue and "E" Street. ITEM TITLE: Resolution - Amending specific plan for alignment of Tidelands Avenue and "E" Street INITIATED BY: pirector of Planning BACKGROUND 1. The existing specific plan lines (Route A on the attached Exhibit A) for Tidelands Avenue between G Street and the northerly city limits, and "E" Street between Tidelands Avenue and I-5 were approved by the City Council in February, 1967 (Res. #4332). 2. The Chula Vista Bayfront Plan and Program prepared by Sedway/Cooke proposes realignment of both streets ( Route Bon the attached Exhibit A) to minimize disrup- tion of the Sweetwater Marsh. 3. The Engineering Division has studied the alignments proposed by Sedway/Cooke and developed an alternate alignment (Route C on the attached Exhibit A). Route C resolves design conflicts with the bridge over the Sweetwater River flood control channel, the I-5/I-54 onramps, and eliminates the reverse curves on E Street, providing a more desirable intersection with Tidelands Avenue while still preserving the Sweetwater Marsh. 4. On August 21, 1973 the City Council unanimously accepted an interim report which recommended Route C for the alignments of Tidelands Avenue and "E" Street. ANALYSIS 1. Cost. No major increase in either design or construction cost is foreseen as a result of the realignment as proposed by the Engineering Division. 2. Comments from other agencies. The State Division of Highways, the Unified Port District and Sedway/Cooke have all been contacted and no one has expressed any substantial opposition to Route C as proposed by the Engineering Division. Rescind the previous action (Res. #4332) adopting the Specific Plan Lines for Tidelands Avenue and E Street. 2. Approve Route C as shown on Exhibit A for the alignments of Tidelands Avenue and Department Head Recommendation: "E" Street. Concur.
