MINUTES OF A REGULAR MEETING
BOARD OF APPEALS AND ADVISORS
CI1Y OF CHULA VISTA, CALIFORNIA
January 14. 1991
Parks and Recreation Conference Room 5:00 p.m.
MEMBERS PRESENT:
Chairman Contreras, Vice-Chairman Leonard, Board

CALL MEETING TO ORDER: Chairman Contreras called the meeting to order at 5:03 p.m.

ROLL CALL: Members present constituted a quorum.
1. APPROVAL OF MINUTES: MSUC Leonard/Arnold (6-0) to approve the minutes of
December 10,1990.
2.
NEW BUSINESS:
A. Ordinance Change - Roles, Responsibilities and Terms
The proposed ordinance changes brought before the Board reflects editorial
adjustments proposed by the City Attorney and the Department.
Inconjunction with hearing appeals involving model code and C.A.C. Title 24
applications. The Board will also be recognized as the appellate body for
matters involving the Uniform Fire Code and the Uniform Housing Code.
Endorsed and supported by the Fire Chief, all matters pertaining to Fire
Code applications will carry written recommendations from the Fire Marshal
regarding staff interpretation with applicable research data.
The balance of the proposed Ordinance modification provided clarity
involving the editorial adjustment identifying specific terms of Board member
appointments.
MSUC Gingerich!Leonard (6-0) approved as written.
Staff advised the Board that this item is intended to be introduced to the City
Council on January 29, 1991.

3. DIREcrOR'S COMMENTSIREPORT:
A. Status Update - Notice and Order to Abate a Public Nuisance @ 2578 Main
Street, Chula Vista, CA 91911
Assistant Director of Building and Housing Remp informed the Board that as
of last Friday, January 11, 1991, the front portion of the building was in the
process of being demolished. Good progress is being made and staff will
continue to monitor the activity. The owners have requested and received
authorization to put in a temporary power pole on the back portion of the
property so they can get the last 20 days of use out of the auto repair business
in the back.
B.
Staff has put the owners in contact with the Community Development
Department for purposes of securing rehabilitation funding for their
proposed project.
Procedures for Referring Items to the City Council
Assistant Director of Building and Housing Remp announced to the Board
procedures for referring items to the City Council. The Board was advised
that the Council has incoporated into the agenda a new section called,
"Boards and Commissions Recommendations". Contact the City Clerk and
provide the appropriate background information to place an item on the
agenda. The Board members were also reminded that any individual can
come forth during the Oral Communiciation section and state concerns they
have, or that Council will always respond to mail from any individual on a
Boards and/or Commissions on any concerns.

Presentation of Exit Criteria, Chapter 33, Uniform Building Code
Presentation by Assistant Director of Building and Housing Remp, using the
overhead projector illustrations.
The Board thanked Assistant Director of Building and Housing Remp for his
presentation.
4. COMMUNICATIONS (PUBLIC REMARKSIWRITfEN CORRESPONDENCE):
Administrative Office Specialist Rogers informed the Board that the Parks and
Recreation Conference Room will be the location for the Board of Appeals meetings
for 1991.

5. Chairman Contreras adjourned the meeting at 5:58 p.m. to the next regular meeting
scheduled for February 11, 1991.
