Item It I (1) REVISED 10/8/90 MINUTES OF A SPECIAL MEETING BOARD OF APPEALS AND ADVISORS CI1Y OF CHULA VISTA, CALIFORNIA September 17. 1990 Parks and Recreation Conference Room 5:00 p.m. MEMBERS PRESENT: Chairman Contreras, Vice-Chairman Leonard, Board Members Arnold, Gingerich, McArthur and Nash MEMBERS ABSENT: Board Member Reynolds CITY STAFF PRESENT: Director of Building and Housing Larsen, Assistant Director of Building and Housing Remp, Administrative Secretary Uybungco, Chief Plans Examiner Saucedo, Senior Building Inspector Monaghan and Special Guest - Councilman Moore CALL MEETING TO ORDER: Chairman Contreras called the meeting to order at 5: 10 p.m. ROLL CALL: Members present constituted a quorum 1. APPROVAL OF MINUTES: MSUC Arnold/Nash (6-0) to approve the August 13, 1990. NEW BUSINESS: minutes of A. Application for Code Modification (California Administrative Code, Title 24, Section 7102(g)) - 180 Otay Lakes Road: Applicant requested the elimination of handicapped parking spaces in the parking structure due to the insufficient clearance for handicapped access. Staff suggested that the spaces be provided along the buildings in a more centralized' location on the site. MSUC Arnold/McArthur (6-0) to approve the Code Modification Request provided that proper signage is visible from the street to allow patrons to know that handicapped parking spaces are available. B. Ordinance Revision - 1988 Uniform Building Code, Section 304( d) - Expiration of Plan Review: Director of Building and Housing Larsen presented a change to Ordinance No. 2341 to the Board of Appeals and Advisors for consideration and approval. The change would allow the Building Official to grant a maximum plan check extension period of 360 days instead of 180 days. This change is recommendation to cooperate with major developers in the area who are encountering problems with water allocation. MSUC Gingerich/Arnold (6-0) to approve the Ordinance change. Staff will prepare a Department Policy Statement (copies to all Board Members) to accompany this request for the City Council to consider either the second or third week of October. Item #1 (2) Board of Appeals & Advisors -2- September 17, 1990 . 3. DIRECTOR'S COMMENTS/REPORT: A. Director of Building and Housing Larsen informed the Board that he will present the outcomes of the 68th Annual Code Development and Education Conference of the International Conference of Building Officials at the Fle~ffi@.@.tiFlgr November Meeting. Director of Building and Housing Larsen thanked Chairman Contreras for his active participation during the Code Change Program. B. Senior Building Inspector Monaghan was commended for his efforts during the absence of Director of Building and Housing Larsen and Assistant Director of Building and Housing Remp. . C. Our application was not selected as one of the top selections of the Helen Putnam Award of Excellence by the League of California Cities. D. Board Member Leonard requested that staff prepare a presentation on the Energy Conservation Requirements (Title 24) for commercial and industrial buildings. Director of Building and Housing Larsen announced that staff will give a 20 to 25 minute presentation at the next meeting. Assistant Director of Building and Housing Remp informed the Board that SB-2126 (Inspector Registration Bill) is on the Governor's desk and it is debatable if he will veto it. Staff will keep the Board informed on the status of this Bill. E. . 4. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE): None 5.
