BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA August 13. 1990 Public Services Building. Conference Room No.1 5:00 p.m. MEMBERS PRESENT: Chairman Contreras, Vice-Chairman Leonard, Board Members Arnold, Gingerich, McArthur and Nash Board Member Reynolds Director of Building and Housing Larsen, Assistant Director of Building and Housing Remp and Administrative Secretary Uybungco CALL MEETING TO ORDER: Chairman Contreras called the meeting to order at 5:03 p.m. MEMBERS ABSENT: CIIT STAFF PRESENT: ROLL CALL: Members present constituted a quorum 1. APPROVAL OF MINUTES: MSUC Nash/McArthur (6-0) to approve the minutes of July 9, 1990. 2. NEW BUSINESS: A. . Introduction of Mr. Clayton Gingerich - Chairman Contreras and all members of the Board of Appeals and Advisors welcomed Mr. Gingerich. Director of Building and Housing Larsen expressed his appreciation to Mr. Gingerich for joining the Board. Mr. Gingerich is a retired Building Official. He has lived in Chula Vista for 25 years and was a former employee of the City of Chula Vista. 3. DIRECTOR'S COMMENTS/REPORT: A. In order to re-acquaint the Board of the responsibilities and service commitments of the department, Director of Building and Housing Larsen and Assistant Director of Building and Housing Remp gave a presentation of the department's activities. Director of Building and Housing Larsen presented the following transparencies: (1) Organization Chart of the Department - Presented brief explanation of general duties of each division within the department. Assistant Director of Building and Housing Remp presented the following transparencies: .a .. 1 Activities of Front Counter (approx. 650-900 people per month) 2 Weekly Plan Check Roster 3 Weekly Report of Major Projects 4 Permit Valuations (per month) for FY 1989-90 5 Permit Valuation Comparisons (FY 87-88,88-89 & 89-90) 6 Revenues Collected for FY 1989-90 7 Inspection Activities (number of inspections per month) 8 Inspections per Inspector (8.3 inspections/hour) 9 Code Enforcement Monthly Activity Report (July 1990) 10) Inoperable Vehicle Abatement Program (610 vehicles abated since Jan. 1990) 11) Community Appearance Program Activities . . . Board of Appeals & Advisors -2- August 13, 1990 B. Senate Bill 2126 Update - Discussion of this Bill will be postponed to the September 17th Meeting. This Bill has been sent to the Assembly for more modifications. C. 1990 Helen Putnam Award of Excellence Nomination - The League of California Cities is an organization which meets annually. One of the functions of this organization is to award meritorious achievements recognition to California cities. The Department of Building and Housing has submitted an application for the Helen Putnam Award of Excellence highlighting our Community Appearance Program: Neighbor Helping Neighbor. D. 1990 Public Technology, Inc. Achievement Award - The Department of Building and Housing will submit an application for this National Award. E. 19th Annual Robert B. Botterman Humanitarian Award Nomination - Applications for the Humanitarian Award has been included in the agenda packet. Board members are welcomed to nominate individuals for this award. F. Board of Appeals and Advisors, Tour of Major Projects on September 17, 1990 _ Director of Building and Housing Larsen suggested to the Board of possibly touring the major projects throughout the City next month. The Board is requested to convene at 3:00 p.m. on September 17th. Bob Leiter, Director of Planning, will be available at the meeting to any questions the Board might have regarding the projects they will view. Staff will await direction from the Board before planning this tour. A memorandum and a list of possible topics of discussion was distributed to each Board member. Any member may recommend a subject matter to be discussed at Board meetings. Items of interest should be brought forth to staff to add to meeting agendas. 4. COMMUNICATIONS (PUBLIC REMARKS/WRITIEN CORRESPONDENCE): None 5. Chairman Contreras adjourned the meeting at 5:58 p.m. to the next special meeting scheduled for September 17, 1990. ~. vl/- . _ .
