MEMBERS PRESENT: Chairman McArthur, Vice-Chairman Contreras, Board Members Arnold, Nash, Reynolds and Leonard MEMBERS ABSENT: None CI1Y STAFF PRESENT: Director of Building and Housing Larsen, Assistant Director of Building and Housing Remp, Administrative Secretary Uybungco and Fire Marshal Gove CALL MEETING TO ORDER: Chairman McArthur called the meeting to order at 5:03 p.m. ROLL CALL: Members present constituted a quorum 1. APPROVAL OF MINUTES: MSUC Reynolds/Nash (5-0) to approve the minutes of April 9, 1990. 2. NEW BUSINESS: A. MSUC Nash/Arnold (6-0) to elect Daniel Contreras as Chairman of the Board of Appeals and Advisors for Fiscal Year 1990-91 and MSUC Arnold/Nash (6-0) to elect Thomas Leonard as Vice-Chairman of the Board. 3. DIRECTOR'S COMMENTSIREPORT: A. Director of Building and Housing Larsen congratulated Mr. McArthur on his re-appointment to the Board of Appeals and Advisors for another four-year term. B. The Mayor's Office accepted the resignation from Mr. LoCicero. Councilman Moore contacted Administrative Secretary Uybungco and informed her that five applicants are being considered for this position and it should be filled in the near future. . . . Board of Appeals & Advisors -2- July 9, 1990 C. The Department of Building and Housing has not received an appeal from Mr. & Mrs. Chou regarding their property at 380 Broadway. The appeal period expired on June 6, 1990. Staff met with the Chou's, as well as their contractor, on three occasions to discuss the hazards at this site. Staff is sympathetic to their financial hardship; however, staff is more concerned with mitigating the hazard. Assistant Director of Building and Housing Remp added that he spoke with Mrs. Chou prior to this meeting and she has no progress to report. The Chou's are continuing with their attempts to secure funds to complete this project. Mrs. Chou will contact Assistant Director of Building and Housing Remp by next week. D. The owner of 109 Woodlawn is working with the Planning Department and is sincere with his attempts to abate the nuisance. E. Jim Hitchcock, Building Inspector, received a scholarship award from the San Diego Area Chapter of the International Conference of Building Officials in the amount of $250.00. Mr. Hitchcock is taking six units per semester and maintains a grade point average of 3.85. Director of Building and Housing Larsen will receive a letter from the San Diego Chapter of ICBO and will forward a copy to the City Manager. F. Director of Building and Housing Larsen informed the Board of Senate Bill 2126 which mandates the registration/certification of Building Inspectors. A copy of the Bill will be provided at next month's meeting. G. Assistant Director of Building and Housing Remp presented a graph to the Board which compares permit valuation for the past three fiscal years. H. Director of Building and Housing Larsen reminded the Board that they are welcomed at anytime to ride-along with Building Inspection staff or Code Enforcement staff. The Department will have an open house for the Board before the September meeting if the Board wishes to meet at 4:30 p.m.. All Board members are invited to visit the Department and meet the staff. I. The Department will be creating a quarterly newsletter which will be approximately four to six pages per edition. Each division will be responsible for one page. Assistant Director of Building and Housing Remp will coordinate the materials and the target date is set for the end of August. All staff members and Board members will be listed by name and title. . . . Board of Appeals & Advisors -3- July 9, 1990 J. Director of Building and Housing Larsen recommended that the Board consider postponing the September meeting to the third Monday of the month (September 17th) due to the conflict with the Annual Business Meeting of the International Conference of Building Officials to be held in Denver, Colorado. 4. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE): None 5.
