MINUTES OF A REGULAR MEETING
BOARD OF APPEALS AND ADVISORS
CITY OF CHULA VISTA, CALIFORNIA
April 9. 1990
MEMBERS PRESENT:

CALL MEETING TO ORDER:
Chairman McArthur called the meeting to order at 5:02 p.m.
ROLL CALL:

This item was brought to the Board only as an informational
item. The Board will take official action premised upon
applicant's formal request for product consideration.
3. DIRECTOR'S COMMENTS/REPORT:
A. Director of Building and Housing Larsen introduced Assistant
Director of Building and Housing Remp to the members of the
Board. Assistant Director of Building and Housing Remp was
previously employed by Clark County and has received his MBA
in Public Administration from UNLV.
B.
The department is currently recruiting for a Plans Examiner.
The interviews have been scheduled for Thursday, April 12,
1990. The goal of the department is to hire someone who is
in-tuned to customer service needs, capable of calculating
fees and answering technical questions presented to be
assigned the public counter position.

C. The new Permit Processing Activity Report reflects the
number of customers who visit our front counter as well as
the number of permits issued and the valuation.
A customer survey form will be created to solicit
suggestions for better customer service.
D. Director of Building and Housing Larsen introduced the
members of the Board to the Legislative Bulletin that is
currently provided by California Building Officials. The
following Assembly/state Bills were presented:
1. AB 101 (Speier & Bronzan) Asbestos - Demolition Permits
2. AB 631 (Bradley) Housing Bracing Systems
3. AB 790 (M. Waters) Environmental Quality - Schools
(To amend AB 3205)
4. AB 756 (Killea) Carbon Monoxide Detectors
5. AB 2355 (Filante) Building Standards
6.
SB 1297 (Ayala) City and County Building Inspectors
E. The next Annual Business Meeting of the International
Conference of Building Officials will be held at Denver,
Colorado. The Department has made reservations at the
Denver Marriott for the next Chairperson of the Board.
F. The following are additional comments from Director of
Building and Housing Larsen which were not listed on the
agenda:
1. San Diego Area Chapter, ICBO is offering a Masonry
Seminar on May 29, 1990. The cost is $20 per person.
Any Board member interested should contact staff.
2. The Code Enforcement Division has issued just under 100
notices to property owners regarding deficiencies of
designated handicap parking spaces.
3.
A special neighborhood clean-up will be held on
April 28, 1990 as part of the activities the department
will be conducting for Earth Day. The department will
be focusing on the Trolley Corridor and Bay vista Area.
City signs will be installed along the Trolley Corridor
identifying City of Chula vista municipal boundaries.

4. The department's budget hearing is scheduled for April
19, 1990. The department is proposing an increase of
9 percent over FY 1989-90 budget.
The Board of Appeals and Advisor's budget has been
proposed to increase $700 for next fiscal year to
augment travel expenses to the ICBO ABM at Denver,
Colorado.
G. Senior Building Inspector Monaghan attended this meeting in
order to have the opportunity to invite the members of the
Board to attend two presentations that he has arranged for
the Building Inspection Division. Individuals from other
local jurisdictions have also been invited to attend the
following presentations:
1. Simpson strong Ties - Thursday, April 12, 1990 from
8:30 to 9:30 a.m. at conference room no. 1 (Library).
2. Electro-Testing, Inc. - Thursday, May 3, 1990 from 8:30
to 9:30 a.m. at conference room no. 1 (Library).

Handouts will be made available to anyone who is interested
but will not be able to attend. Board members should
contact staff if handouts are desired.

5.
Chairman McArthur adjourned the meeting at 6:08 p.m. to the next
regular meeting scheduled for May 14, 1990.
