Chairman McArthur called the meeting to order at 5:05 p.m.

A. Director of Building and Housing Larsen introduced the staff
members present to the Board members.
B. Senior Building Inspector Monaghan presented information
regarding the booklet "What You Should Know Before You Hire
a Contractor" by the Contractors State License Board. He
also informed the Board that there will be a meeting
regarding this issue on Thursday, November 30, 1989 at 8:30
a.m. in Conference Room No. 1 and that they are welcome to
attend.
C. Senior Code Enforcement Officer Foster presented the "Code
Enforcement Policy and Procedures Manual" , explaining
briefly that ordinances supporting the procedures listed in
the manual have been approved by City Council previously but
were not regularly enforced until now.
D. Senior Code Enforcement Officer Fost.er described the
Neighborhood Revitalization Program, which is a pro-active
program to neighborhood improvement. The NRP is targeted to
specific communities within the City. The Code Enforcement
Division has coordinated this effort with the Community
Development Department, with Community Development funding
the costs associated with this program.

E. Director of Building and Housing Larsen presented the
suggestion cards currently being utilized within the
Department to generate feedback from individuals who make up
the foot traffic at the front counter. The purpose of these
suggestion cards is to remind staff to maintain good public
relations with the constituency.
F. Director of Building and Housing Larsen gave an update of
the Plan Check Roster. The Plan Check Roster serve as a
management tool to monitor the length of time spent on each
project and to alleviate unnecessary delay. Valuation of
plans currently in the system is estimated to be $93
million.
G. Director of Building and Housing Larsen informed the Board
that an assessment center for the position of Deputy
Director of Building and Housing has been conducted and will
inform the Board when a decision has been made.
H. Director of Building and Housing Larsen announced the
retirement of Senior Electronics Technician Albrektsen.
