Resolution - Approving modification of Precise Plan, including exterior
ITEM TITLE: colors, materials and wall sign, and extending parking into "I"
lone, for Anthony's Restaurant at E Street and Bay Boulevard in
C-V-P zone
INITIATED BY: Director of Planning.
A. BACKGROUND
In June 1973 the City Council approved a change in zoning from I to C-V-P for the
the development of a one acre parcel with a restaurant on the south side of "E"
Street between Bay Boulevard and Interstate 5 in the Bayfront Study Area.
The applicant had submitted a precise plan along with the rezoning request which
was also approved except for exterior colors, materials and signs on the building.
B. REQUEST
The applicant has since acquired an additional 25 ft. along the southerly boundary
of the proposed development and requests permission to modify the precise plan to
include that area as part of the plan for additional parking. The applicant has
also submitted proposed exterior colors, materials and a wall sign for Council
approval.
C. ANALYSIS
1. Revised Plan
The additional 25 foot strip does not significantly affect the approved precise
plan because there is no change in the location of the restaurant. However, this
25 foot expansion of the existing parking layout, in a southerly direction, does

Financial Statement:
Commission-Board Recommendation: The Planning Commission unanimously approved the
revision to the Precise Plan and the materials as proposed, noting that the asphalt
shingle roof is compatible with the proposed architecture of the building, and
indicating this would not necessarily set a precedent for roofing materials to be
used on other buildings in future development of the Bayfront Area.
Department Head Recommendation: It is difficult to view asphalt shingles as fulfilling
the character desired in the Bayfront Area. Shake, tile, copper, lightweight concrete
or some of the newer synthetic roof materials would be more suitable. Because the
Anthony building is attractively designed it probably can survive as an architectural
statement with an asphalt shingle roof. This may not be true of other buildings in the
Bayfront Area. Use of this roofing treatment on the first redevelopment plan for the
Bayfront will make it difficult to achieve more desirable treatment in subsequent
developments.

provide for an additional 22 parking spaces to be accommodated on site. The
southerly driveway has been moved further to the south which should reduce potential
traffic hazards created by ingress and egress from that driveway.
2. Proposed Signing
The applicant is requesting approval of a low profile ground sign placed on the
back of a bench located near the entrance to the restaurant. The area of the sign
is 23 sq. ft., well below the maximum of 5% of the building facia. Even though
the sign is placed on the bench it is classified as a wall sign because of the
location. No freestanding sign has been submitted for review at this time.
3. Exterior Colors and Materials
The exterior portions of the restaurant facing "E" Street and Bay Boulevard will
be a natural stained textured plywood siding with a dark brown wooden trim. The
applicant proposes to use blue asphalt composition shingles on the roof. The
combination of blue roof and brown siding is identical to that presented to the
City Council at the time of rezoning; however, the original renderings indicated
a rather heavy texture for the roof. The detailed plans now indicate asphalt
shingles which offer a rather smooth surface as compared to either shake shingle
or ti 1 e.
