HomeMy WebLinkAboutPlanning Comm min 1971/03/08 MINUTES OF A S?ECIAL MEETING OF THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA March 8, 1971 A special meeting of the City Planning Commission of Chula Vista, California, was held on the above date with the following members present: Rice, Stewart, Hillson, James, Macevicz, Chandler and Adams. Also present: Director of Planning Warren and Senior Planner Williams. The meeting was called to order by Chairman Rice at 7 p.m. and since this was a joint meeting with the League of Women Voters, Mrs. Gary Krueger explained the reason for the meeting and introduced the panel members who would be asking the Commission questions. The panel members were: Mrs. Peter Schnorr, Mrs. Paul Thompson, and Mrs. Eugene Collett. The following questions were asked by the panel and each was discussed consecutively: 1. As a result of your experience what preparation or training do you think Planning Commission members should have to help them do their job? 2. Can you outline in general terms how you determine whether a hardship exists in the case of a variance request, or that a conditional use permit or zone change request is justified? 3. Would you comment on the difficulties in deciding between a land use requested by an owner and/or developer and public objections to that use? 4. In planning decisions the Commission at times does not follow staff recom- mendations and at times the Council overrides a Commission decision that is appealed. How often does this happen? Would you comment on such instances? 5. What do you think Chula Vista's contribution should be in the larger urban metropolitan San Diego area? Several challenges have been made to suburban zoning as being exclusive of low income and minority people. In your opinion how does Chula Vista stand in this respect? 6. Is any consideration given to provision of public transportation in planning decisions? In your opinion should there be, and of what sort? 7. What kind of cooperation is necessary from a developer in regard to provision of school facilities? If there is no cooperation what do you expect from the School Boards? 8. From the public point of view, especially the protesting public, continuances are granted to discourage protest. It appears that the matters are continued until no one shows up to protest and then are passed. Would you discuss the matter of continued hearings or items givine some insight into how and why they are used in the Commission's work?
