MINUTES OF A SCHEDULED REGULAR MEETING
Resource Conservation Commission
Chula Vista, California
6:00 p.m.
Monday, March 23, 1992

CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:04 p.m. by
Chairperson Hall. Present: Commissioners Ray, Johnson, Kracha; Absent: Fox, McQuade,
Ghougassian. Environmental Review Staff Person Barbara Reid was present.
APPROVAL OF MINUTES: No quorum was present to approve the minutes of March 9, 1992;
continued to next meeting.

The agenda was taken out of order. Bob Leiter, Planning Director, presented the legal
aspects of holding public hearings. He noted specifically that although there are no state
laws prohibiting RCC from holding public hearings, the municipal code specifically
intended for the Planning Commission to review EIR's. Any revision should to that code
could be done through a formal Code Amendment. For RCC to hold public hearings
would constitute the need for more formalized transcript of the meetings, extensive
minutes and an overall additional time commitment and increased costs.
It was MSUP (Johnson/Kracha) to agree with the Staff report that public hearings are not
necessary for Draft EIR's, however in matters pertaining to responsibilities that RCC has
direct jurisdiction over in relationship to Council, they be given authority to hold public
hearings as deemed appropriate; motion passed 4-0. It was further noted by Kracha that
the purpose of RCC is to deal specifically with environmental quality, energy conservation
and historical protection.

Barbara Reid pointed out one item of note on the Planning Commission Agenda for the
meeting of March 25, 1992: Consideration of proposed amendment to the certified Local
Coastal Program (Rohr) - no action by Commission.

Athena Bradley presented the proposed Recycling Education Project. The pilot project is
plG:1ned to be in effect by September. Johnson proposed to use the intern in traditional
schools as opposed to year-round. Focus on policy development in September, use intern
for implementation and training. School board, Board of Supervisors, oral communication
through PT A, Scouts, etc. will be addressed for educating the public on the project.
For replacement bin - call Laidlaw. Revenues on recycling are down because the market
is down. Laidlaw will be doing a cost assessment and report to the City. Savings on
recycling will hopefully be passed on to consumers or at least remain the same. The
participation rate is good and could keep recycling rate even. On greens recycling, toxic
sprays and other pesticide residue is minimal.
The Planning/Engineering Department is making space for cleaning and storage design and
where to place them.

Recruits for the intern position will be sought through SDSU and "I Love A Clean San
Diego". Also, City may recruit students from SDSU for credit.
It was moved by Kracha to approve the resolution amending 1991-1992 budget to add
a temporary, part-time intern position in the unclassified service and appropriating funds;
seconded by Ray with addendum of an option to seek a non-paid intern in the research
process for future years (Kracha agreed to the amendment); motion passed (4-0).
4. The item on Flooding in Western Chula Vista was tabled to the next regular meeting.
5. The item on Historical District Report is tabled to a workshop meeting on March 30th.
STAFF REPORT:
The Boathouse EIR is being revised and will be presented at a future meeting.
COMMISSIONER COMMENTS:
Kracha requests Doug make a list of EIR's still outstanding.
John Ray called Planning Dept. to verify the meeting scheduled for this evening as he did
not receive an agenda in the mail.
Kracha - read a synopsis by the Economic Development Sub-committee regarding RCC
in relation to public hearings.
ADJOURNMENT:
It was MSUP (Johnson/Ray) to adjourn. The meeting was adjourned by Chairperson Hall
at 7:22 p.m.
