MINUTES OF A SCHEDULED REGULAR MEETING
Resource Conservation Commission
Chula Vista, California
6:00 p.m.

CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order by Chairperson Hall with
a quorum upon Mr. Johnson's arrival at 6:32 p.m. City Staff Environmental Review Coordinator
Doug Reid called roll. Present: Commissioners Johnson, McQuade, Kracha and Hall. Absent:
Fox, Ray, Ghougassian.
APPROVAL OF MINUTES: It was MSUP (Kracha/Hall) to approve the minutes of January 27,
1992 with one correction: Paragraph 7 should read: "IS-92-22 and IS-92-13: A brief
discussion was held..."
It was MSUP (Kracha/Hall) to approve the minutes of January 20, 1992.
NEW BUSINESS:
A. Items for the Planning Commission Agenda for the meeting of February 12, 1992 were
reviewed first on the agenda and included the following:
1. Draft EIR-91-03 Salt Creek Ranch SPA: The public hearing was closed, therefore no
action was taken by the Commission.
2. Draft EIR 90-02 Rancho San Miguel: Katherine Hon, Senior Project Manager from Ogden
ERCE, gave an overview of the Draft EIR. In regards to the noise element, the City has
no control over the noise standard levels generated by transportation facilities (trolley,
bus, etc.) but can put limits on noise as they impact the project sites. Ms. Hon cited
excessive unmitigable impacts within the project as proposed. The proposed plan does
not conform with the General Plan. The project would cause the destruction of an
important ecosystem and the wildlife. These negative impacts were met unfavorably by
the commission. Therefore, it was MSUP (Hail/McQuade) to request to the Planning
Commission that the project be denied based upon the tmvironmental impacts.
3. PCM-92-05: Consideration of revision to the Rancho del Rey Employment Park Design:
Staff recommendation is approval; no action by Commission.
4. DRC-91-66: Appeal of Design Review Committee by Carl Karcher Enterprises: Staff
recommendation is approval; no action by Commission.
B.
Waste Stream Control Policy Guidelines - Teresa Aland, INDWELLERS, presented an
overview of recycling recoverable resources. Her company has made application to the
City to keep this within the infrastructure of recyclables. After brief discussion, it was
MSUP (Kracha/Johnson) to return the proposed resolution to staff and suggest the City
Manager request to investigate the application for the Recycling Market Development
Zone with a report due before RCC's February 24th meeting.

COMMISSIONER COMMENTS:
McQuade questioned the possibility of having alternate members for RCC, with that person to
be appointed in the case of a vacancy.
Kracha reported on the Planning Commission information item regarding the National Community
Conservation Plan.
ADJOURNMENT:
The meeting was adjourned by Chairperson Hall at 8:31 p.m.
