City Staff Environmental Review Coordinator Doug Reid called roll. Present: Commissioners Ray, Hall and Chidester. Absent: Johnson and Stevens. APffiOVAL OF MINUTES: It was MSP (Hall/Chidester; Ray abstained) to approve the minutes of the regularly scheduled meeting of May 21 and the spec1 al meeting of May 29, 1990 with the following corrections: From May 21st meeting - Item A, Paragraph 1, the motion shoul d read, "It was MSP (Johnson/Ray; 4-1, Fox opposed)..." Correction from the May 29th meeting - Old Business, "Chidester requested that the City traffic engineer synchronize stop lights from 3rd and Oxford to 3rd and Palomar and other traffic lights throughout the City." It should be noted that John Ray did not receive notice of the special meeting of May 29, 1990. NEW BUSINESS: A. It was MSUP (Chidester/Ray) to recommend that Negative Declarations 1-5 be adopted (IS-90-45M, IS-90-46, IS-90-47, IS-90-48, IS-90-50). On IS-90-46, the correction of the street name is noted to read, "Drainage Improvements East of Hilltop, between Guatay and E. Napl es Street." B. Items for the Planning Commission Agenda for the meeting of June 13, 1990 were reviewed and included the following: PCS-90-12: Consideration of tentative subdivision map for Gretchen Estates; item continued. PCC-90-42: Conditional Use Permit PCC-90-42; no action by Commission. ZAV-90-10: Request to reduce side yard setback and maintain single-car garage at 163 "K" Street; no action by Commission. RV-90-01: Consideration of appeal denying front yard parking permit at 34 East Olympia Court; no action by Commission. Consideration of request for a waiver of the requirement to do certain public improvements at the northeast corner of Third Avenue and Main Street; It was MSUP (Ray/Hall) that based on the information provided, that the Commission conveys that the Planning Group deny the request for a waiver. . . . .~ Resource Conservation Commission June 11, 1990 Page 2 OLD BUSINESS: 1. Chidester to contact John Rojas to provide information on the designation of historical trees and others that may be in existence. John Rojas will be invited to the meeting of July 9th. 2. A handout was given to members on the Mitigation Monitoring Programs for information only. Further discussion to be held at a future meeting. COM~NICATION: Regarding the "Environmental Agenda for the 90's" Chairman Fox proposes a Public Hearing on this item for the July 9th meeting. Staff to send notice to major developers and invite Tim Nader to be present at that meeting. STAFF REPORT: Field trip to Rancho Del Rey is postponed to July 14th, followed by lunch. Meet at the Information Center. City Staff Environmental Review Coordinator Doug Reid called roll. Present: Commissioners Stevens, Johnson, and Chidester. Absent: Hall and Ray. APPROVAL OF MINUTES: It was MSUP (Chidester/Johnson) to approve the minutes of June 11, 1990. NEW BUSINESS: A. Items for the Planning Commission Agenda for the meeting of June 27, 1990 were reviewed and included the following: PCZ-90-Q--M: Otay Town II - rezoning; no action by Commission. Draft EIR-89-3: Salt Creek Ranch - no action by Commission, however they would like to see a revision of the draft when it comes out. PCS-89-12: Gretchen Estates; continued. Public Hearing Fairway Villas: no action by Commission. OLD BUSINESS: Commissioner Chidester was referred to Parks Dept. by Frank Rojas and was unable to make contact with the person there. He therefore requested a continuance on the item regarding Historical Trees. STAFF REPORT: Note the time change for the July 9th meeting to begin at 6:30 p.m. followed by the public hearing at 7:00 p.m. Rancho Del Rey field trip is postponed. ADJOURNMENT: Meeting was adjourned by Chairman Fox at 6:30 p.m. to the Dinner Workshop to discuss the "Envi ronmental Agenda for the 90's" at Jakes South Bay.
