MINUTES OF A SCHEDULED REGULAR MEETING Resource Conservation Commission Chula Vista, California 6:00 p.m. Monday, April 23, 1990 Conference Room 1 Public Services Building CN..L MEETING TO OROCRlRCl.L CN..L: Meeting was called to order at 6:03 p.m. by Chairman Fox. City Staff Environmental Review Coordinator Doug Reid called roll. Present: Carmissioners Stevens, Ray, Hall and Chi dester. Absent: Johnson. APPROVAL OF MINUTES: It was MSP (Hall/Chidester) to approve the minutes of April 9, 1990. NEW BUSINESS: A. George Kranpl, Deputy City Manage r, presented the draft of the Recycl i ng Program. Curbside recycling is currently being done by Laidlaw. There is approximately 35-40% participation of residents at this time. Discussion followed the presentation. B. Itans for the Pl anni ng Commi ssi on Agenda for th e meeti ng of Apr 11 25, 1990 were reviewed and included the following: Public Hearing: PCS-90-07; PCM-90-01: Consideration of a tentative subdivision map known as Chula Vista Tract 90-07, Sunbow II project. Staff recommendation is approval; no action by Canmission. Public Hearing: P0+90-10: Consi derati on of amendments to the Rancho del Rey SPA I, relating to establ ishment of an Auto Center. It was moved and seconded (Stevens/Fox) to recommend deni al of the proposed change amendment based on total inappropriate use of land. Vote: ayes-I; nos- 3; abstain-I; motion fails. It ;s noted that Chairman Fox lives approximately 2000 feet from the Rancho Del Rey proposed Auto Center project and may need to withdraw based on conflict of interest. It is also noted that Commissioner Stevens is against the project. He suggests an EIR be done and that the Plannin'g Commission adopt a negative declaration; however, this had already passed in an earlier meeting of RCC. It was MSP (Ray/Hall) to request the Planning Commission defer its decision and delay any action or opinion on the auto park project until there is more adequate information and time to make a comprehensive decision; that an EIR be conducted on the park site; that other experts, speakers, etc. be heard; and that the information include but not be limited to a public hearing. It was MSP (Fox/Hall) that RCC rescind its earlier approval of the mitigated negative declaration; (Vote 4-1; motion passed>' . . . Public Hearing: PCM-90-16: It was MSP (Stevens/Chidester) to recommend that the Planning COO1mission not rename the Rancho del Rey Busi ness Center loop street to "Auto Center Ci rcl e." OLD BUSINESS: Field trip to Salt Creek Ranch is set for May 5. 1990 from 9 a.m. to noon. ADJOURNMENT: Meeting was adjourned by Chairman Fox at 7:50 p.m. Respectfully submitted.
