HomeMy WebLinkAboutPlanning Comm min 1971/04/26 MINUTES OF A REGULAR ADJOURNED MEETING OF THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA April 26, 1971 The regular adjourned meeting of the City Planning Commission of Chula Vista, California was held on the above date beginning at 7:00 p.m. with the following members present: Rice, Adams, Stewart, Chandler, Hillson, James and Macevicz. Also present: Director of Planning Warren, Senior Planner Williams and City Attorney Lindberg. Chairman Rice led the pledge of allegiance to the flag, followed by a moment of silent prayer. Review of conditional use permit for use of dwelling for church services at 644 G Street - First Freewill Baptist Church Director of Planning Warren indicated the location of the property and reminded the Commission this conditional use permit was first granted in 1965 as a temporary use for a two year period and has had several extensions since that time. They are again requesting an extension, but the staff feels the time has come to either consider this as a permanent site with plans for approved development or the facility should relocate to another site. He pointed out that the Zoning Ordinance now requires a minimum area of one acre for church facilities and this property contains 25,000 sq. ft.; also that the parking requirement has been increased to one space for each 3-1/2 seats. It is questionable whether this site can accommodate a church with the seating capacity anticipated in their previous plans. Pastor Bobby Martin, 632 Colorado Avenue, spoke of the improvements which have been made to the property during the past two years, of the increase in membership and attendance at services, and the improved financial status of the church. He reported they are checking into the possibility of a bond to finance their building program and are developing plans for a two story brick structure. They are planning on a seating capacity of 150 and believe the required parking can be accommodated on their lot. Although they anticipate this will be accomplished in less than six months, he is requesting a 6 month extension of time on the permit for use of the temporary facility. Member Adams raised a question about the minimum one acre requirement for a church site and the City Attorney felt this is a guideline, but there are times when a reduction from the minimal size would be warranted. MSUC (Stewart-Chan~ler) The conditional use permit for use of a dwelling for church service at 644 G Street for the Freewill Baptist Church be extended for a period of 6 months, during which time the church will present a firm plan for improvement of the property for the review and approval by the Planning Commission. Request by Russ-Mar for approval of remodeling plans for conversion of dwelling to office in a C-O zone at 703 Third Avenue Director of Planning Warren indicated the location of the property and the existing structure with proposed plans for accommodating parking in the rear. The ordinance requires Commission approval for conversion of a residential structure for office -2- 4/26/71 use. The proposed remodeling is minor and the staff views it as temporary until the property is redeveloped for commercial office use. Member Hillson asked if part of this remodeling has been done. It was confirmed ~hat it has been, and the Commission discussed the desirability of requiring approval prior to the start of such projects. Monte Russell, builder-contractor, advised that he has moved into the office in question. He had inquired of the Planning Department if this property was zoned for business use, and after being informed it was, he entered into a rental agreement with the owner of the property. He confirmed they wish to use the existing residential structure as a business office and that they have repainted the exterior, installed carpeting and telephones. MSUC (Adams-Hillson) Approval of remodeling plans for conversion of dwelling to an office at 703 Third Avenue, subject to the following conditions: 1. All landscaping in the front yard and exterior side yard areas shall be brought into conformance with the Landscape Manual, plans to be approved by Zoning Administrator. 2. Within 90 days after thewidening of Third Avenue adjacent to this site, the property shall be landscaped and irrigated according to the Landscape Manual and the approved plan on file with this request. 3. The Planning staff shall review this property annually and report on the status and condition of builiding and/or site. Council Referral - Denial of rezonin~ at northeast corner of Palomar Street and Nolan Avenue Director of Planning Warren advised that this item is the result of Council action on April 13 denying the rezoning recommended by the Planning Commission. This requires that the matter be sent back to the Commission for a report. The applicant has asked that this be deferred inasmuch as they are working on some different plans and would like to complete them before this goes back to the Council. Inasmuch as the Commission has 40 days in which to make their report to the Council, the staff sees no objection to making this deferment. MSUC (Chandler-Stewart) Defer to a future meeting the Commission report and recommendations on rezoning at the northeast corner of Palomar Street and Nolan Avenue. Recommendation on boundaries of annexations a. E1 Rancho del R~y, Phase I Director of Planning Warren displayed a plat showing the propsed boundaries of the first phase of annexation by the Otay Land Company under an annexation plan approved by the City Council in September, 1970. These boundaries have been slightly altered from the original plan by excluding all property south of Telegraph Canyon Road and by using the SDG&E right of way as the northern boundary. This encompasses 999.3 acres and the annexation has been approved by the Local Agency Formation Commission. -3- 4/26/71 MSUC (Chandler-Adams) Recommend to City Council approval of E1 Rancho del Rey, Phase I Annexation. b. Rancho Rios Main Street Director of Planning Warren indicated the location of 93 acres south of Main Street/Otay Valley Road and west of Interstate 805 which has been prezoned commercial and residential with a Planned Unit Development. The annexation has been approved by the Local Agency Formation Commission. MSUC (Macevicz-Stewart) Recommend to City Council the approval of Rancho Rios Main Street Annexation. Commission Comments Chairman Rice read a telegram received from the San Diego County Board of Supervisors announcing a news conference on Wednesday, April 28, concerning a major grant from the Ford Foundation, and inviting top leaders from the region to a special briefing to be held at 11:00 a.m. on Wednesday, prior to the news conference. Chairman Rice indicated he will attend this briefing. Member Stewart reported that at the reqeust of the Industrial Development Committee of the Chamber of Commerce, he had attended a hearing in San Diego held by a committee to do with state planning that was concerned with legislation to place land use control over the coast of California, which would include the coastline in San Diego Bay. He felt legislation will be enacted which will place guidelines or strict control over land use in the coastal areas within the next year or two. Chairman Adams commented on an article in the paper that dredging of the Bay has been held up on orders of the State. Director of Planning Warren reported that the City Council and the Port District have approved a contract with Sedway/Cooke for a study of the tidelands area and this project should be under way very shortly.
