McCandliss, Tim Nader, Leonard N. Moore, and Mayor Gregory R. Cox. Committee members: Mary Francis Click, Sharon Reid, and Chairman C. J. Campbell. ABSENT: Council member David Malcolm and Committee members Carlos Batara, Jack Blakely, John Dorso, and Susan Fuller ALSO PRESENT: City Attorney, Thomas Harron; Deputy City Manager, Jim Thomson; and City Clerk, Beverly A. Authe1et. Mayor Cox and Chairman Campbell called the meeting to order at 4:10 p.m. . . Mr. Campbell stated that it was the Committee's understanding the Council was looking at something conservative and they approached the project accordingly. [i'<C.:'CI4-J.:'C ,......^(t'IM 1.:'1:t&~ City Attorney Harron stated that they were trying to follow Council's directiQn __r~garding the aggregate related contributions and deal with the problem of the wea 1 tffy candi date. Mr. Harron stated that the definition of IIAgentll was included in the Political Reform Act so it cou1 d be del eted from the ordinance. He further stated that it was not his recommendation for the ordinance to be retroactive. City Council discussion followed regarding various scenarios, and how this ordinance would be interpreted. After a lengthy discussion, the following actions were taken by the City Council: Moti on: Moved by Cox, seconded by r.1cCandl i ss to bri ng back the revi sed ordinance with the State's definition of IIAgentll included. Motion carried 4-0-1. (Councilwoman McCandliss left the room briefly). " Motion: Moved by Nader, seconded by Moore to direct the City Attorney to V __/develop some language to define IIElection Periodll clarifying if the $250 ~" individual limit applies to anyone campaign. Motion: Moved by Cox, seconded by Nader to direct the City Attorney to prepare some language regarding the campaign funds one can collect before January 1st which is consistent with Proposition 68. Motion carried 4-0-1. Motion carried 4-0-1. . -<~;~~:.:::::- Council directed the City Attorney to make the changes as discussed and bring 7f'C.'tE)- the ordinance back to the City Council for discussion sometime in September. MOTION: Moved by Nader, seconded by McCandl i ss to di rect the Ci ty Attorney to include the item discussed relating to time and manner of independent committee expenditures. Motion carried 4-0-1.
